Founded in 1884, The Hong Kong Jockey Club (“the Club”) is a world-class racing club that acts continuously for the betterment of our society. The Club has a unique integrated business model, comprising racing and racecourse entertainment, a membership club, responsible sports wagering and lottery, and charities and community contribution. Through this model, the Club generates economic and social value for the community and supports the HKSAR Government in combatting illegal gambling.
The Division
The Security, Integrity and Information Security (“SIIS") Division is responsible for the preservation of integrity by combatting criminality and corruption risks that can threaten horse racing, betting, and membership at the Club. The maintenance of a secure environment and integrity is key to our business. Not only is it important to ensure horse racing in Hong Kong is fair, it is also of paramount importance to the Club that there is governance and fair opportunities in all bet-placements. The department consists of Integrity & Financial Crime Risk, Racing Security & Integrity Assurance, Corporate Security, Enterprise Risk Management, and Information Security Risk & Assurance functions.
Job Summary
The job holder reports to the Senior Manager, Financial Crime Policy and Risk and is responsible for supporting the development and implementation Financial Crime Risk related programs in order to manage the Club’s risk exposure to money laundering, bribery, corruption, fraud and non-racing integrity.
The Job
- Financial Crime Prevention Advisory & Subject Matter Expertise
- Stay ahead of global and regional financial crime threats and prevention related regulations, ensuring the organization’s security strategies adequately address risks and align with industry best practices.
- Act as the go-to and offer expert insights on evolving regulatory requirements, emerging financial crime threats and mitigating recommendations.
- Assist in providing expert guidance on and promote internal understanding of FCR concepts via stakeholder engagement and information sharing, including supervising drafting, delivery and implementation of training content and plans.
- Financial Crime Risk Program Development
- Assist in determining if policies, procedures and controls of the Club’s financial crime prevention program are adequate and effective from a risk-based approach and in compliance with regulatory requirements; periodically review risks and potential causes of deficiencies; and provide recommendations and corrective actions where necessary
- Lead assessments on new products or services and changed processes or business lines to identify vulnerabilities, analyse impact and provide risk-based and data driven recommendations
- Reviews benchmarking and application of relevant laws, regulations and best practices adopted by other comparable organisations to manage Financial Crime Risks
- Raise understanding of FCR concepts across business lines via stakeholder engagement and information sharing, including supervising drafting and implementation of training content and plans, ensure proper maintenance of training records, and deliver training as required
- Risk Management and Reporting
- Identify and assess financial crime vulnerabilities through leading risk assessments of business functions, partners and products & services; oversee full cycle of assessment cycles from project planning to reporting.
- Support in identifying key metrics, analysis and interpretation of data to articulate risks
- Support with reporting and escalation of financial crimes related compliance and operational risks and issues to appropriate governance routines, management/board level committees
- Assists in the production of financial crimes risk management reporting to Senior Leaders
- Process or System Optimisation
- Keep pace with emerging technologies in the financial crime prevention space, including machine learning and AI applications for optimising processes including screening, investigations and transaction monitoring.
- Assist with automation of manual processes and drive efficiencies across core areas of work
- Team Supervision and Project Management
- Guide and supervise junior team members, takes responsibility for the quality control ensuring that required standards are met
- Lead the planning and execution of projects
About You
- A bachelor degree from any disciplines
- A minimum of five years' experience in related fields such as risk management, compliance, anti-fraud, anti-money laundering, or anti-bribery and corruption.
- Strong analytical and problem-solving abilities to tackle, interpret and articulate complex financial crime related challenges.
- Exceptional communication and stakeholder management skills.
- Collaborative and proactive approach to teamwork and leadership.
- Strong sense of accountability and ability to multi-task
- A high standard of competency in written English reporting and verbal communications. Fluency in Chinese (Cantonese and Mandarin) is preferred.
- Interest in trends in laws, regulations and practices relating to prevention of financial crimes.
- Skilled in developing and reviewing policies and documents.
- Experience in conducting and project managing risk assessments.
- Knowledge of AI and machine learning applications in financial crime prevention processes such as due diligence, AML screening and investigation case management is a plus.
