Responsibilities
- Lead the full lifecycle of application development projects for admissions and records management, from requirements gathering and system design to implementation, testing deployment, and support;
- Evaluate and adopt emerging technologies (e.g. AI/ML, low-code platforms, API-first architecture, data analytics tools) to improve system capabilities and user experience;
- Integrate enterprise systems with modern platforms to enable seamless data exchange and process automation across departments;
- Collaborate with academic and administrative units to understand their operational needs. Translate business requirements into technical specifications and solution designs. Conduct regular stakeholder meetings to align expectations and project deliverables;
- Apply software engineering best practices, including secure coding, CI/CD pipelines, version control, and automated testing to modernize legacy applications and ensure systems are designed for scalability, maintainability, and compliance with data governance and cybersecurity standards;
- Coordinate internal resources and external vendors to ensure timely and quality delivery of system enhancements and new implementations. Monitor project progress, manage risks and report on milestones and outcomes;
- Implement robust testing strategies and quality assurance processes to maintain high standards of system integrity;
- Assist Team Leaders to mentor junior team members and promote knowledge sharing;
- Prepare detailed system documentation including functional specifications, user manuals and training materials;
- Conduct post-implementation reviews, gather feedback and drive continuous improvement initiatives;
- Undertake other tasks as assigned.
Requirements
- Bachelor’s degree or higher in Computer Science, Information Technology, or related field;
- Minimum 5 years of enterprise application development experience, with at least 2 years in project management;
- Practical skills in JavaScript framework such as VueJS, NodeJS, etc;
- Solid experience with backend scripting languages such as Python, PHP, Java, JavaScript, SQL and RESTful API;
- Knowledge of PL/SQL is beneficial;
- Application modernization and migration projects;
- Full software development lifecycle management;
- System integration and implementation;
- Familiarity with academic information systems and administrative platforms;
- Knowledge of IT service management (ITIL) and project management (PRINCE2/ PMP) frameworks;
- Excellent analytical, problem-solving, and communication skills;
- Excellent communication and organizational skills, proficient in written and spoken English, strong analytical skills;
- Proven ability to manage multiple projects simultaneously and meet tight deadlines;
- Ability to work independently and in teams;
- Strong attention to detail, commitment to quality and continue improvement;
- Ability to work effectively with diverse stakeholders in an academic environment.
Salary and Fringe Benefits
The rank and commencing salary will be commensurate with qualifications and experience. Fringe benefits, where applicable, include annual leave, medical and dental benefits, mandatory provident fund and gratuity. Appointment will be made on a fixed-term contract of two years.
