The Job
Reporting to Director (Policy and Regulation), the appointee will drive development of policy, regulatory and legislative proposals for enhancing the MPF and Occupational Retirement Schemes Ordinance (ORSO) Systems and implementing related new initiatives. The main responsibilities include:

To formulate concrete policy, regulatory and legislative proposals, identify potential policy, legal and implementation issues and prepare relevant discussion papers;
To prepare policy briefings for the relevant Legislative Council (LegCo) panel, originate law drafting instructions, participate in development of legislative instruments and handle scrutiny by relevant LegCo Committee/Subcommittee;
To collaborate with internal and external stakeholders to discharge the MPFA’s policy and regulation functions, including conducting stakeholder engagement and drawing up and executing communications plans; and
To perform other duties as assigned by the Management.

The Person

A recognized degree in any discipline;
15 years of relevant work experience in policy development and regulation, legislation formulation, law drafting, legal / compliance, or trust business / management of pension / retirement schemes*;
Specific experience in the development and / or implementation of major public policies and regulations, the origination of law drafting instructions and participation in legislation-related work cycles, and work related to financial or labour legislation would be an advantage;
Excellent command of written and spoken English and Chinese;
Able to explain complex and technical issues succinctly to different audiences in both writing and verbal presentation;
Forward looking and think strategically in setting directions;
Sensitive to social and economic issues and staying abreast of market and regulatory developments, as well as stakeholders’ expectations;
High degree of integrity and political savvy, with a sense of mission in providing public services; and
Demonstrating resilience and positive attitude in times of adversity and under tight deadlines.

(* Candidates with exceptional potential but less than 15 years of experience may also be considered, and are strongly encouraged to highlight their roles in policy, regulation and legislation formulation, law drafting, and / or trust / pension / retirement scheme management in their applications.)

Remuneration Package
A competitive remuneration and benefits package including a discretionary performance-linked variable pay, annual leave, medical, dental and life insurance coverage, and MPF will be offered. The appointment will be made initially on a 3-year fixed-term contract with the possibility of renewal of the appointment, subject to operational needs and staff performance.
