Responsibilities:

Procurement Governance & Policy Development

Develop and maintain comprehensive procurement governance framework aligned with Group strategies, compliance standards, and ESG requirements
Establish, update, and interpret Group procurement policies and procedures
Provide authoritative guidance on procurement standards across all business units
Organize training and ethics education for procurement personnel

Procurement Management Committee Operations

Serve as primary coordinator and secretariat of the Procurement Management Committee
Collect and present significant procurement projects and strategic initiatives to the Committee
Track implementation of Committee directives and report progress

Compliance & Risk Management

Supplier Management Framework

Coach & execute the Group-level supplier management, evaluation, and risk procedures
Promote supplier compliance with Code of Conduct and ESG standards
Develop supplier risk management and blacklist procedures
Review major supplier decisions and strategic partnerships

Data Analytics, Cost & Performance Management

Establish Group procurement data standards and unified collection framework
Design and monitor Group Procurement KPI system (centralized procurement %, cost savings, compliance rate, delivery performance, etc.)
Conduct trend analysis and identify improvement opportunities

Systems & Technology

Lead planning and implementation of procurement systems and technology infrastructure
Ensure systems support Committee reporting and compliance requirements
Oversee system configuration aligned with procurement policies and DoA requirements
Explore emerging procurement technologies

Procurement Capability Development

Stakeholder Management

Maintain regular communication with Committee leadership on governance effectiveness, risks, and strategic recommendations
Represent Group to external stakeholders (suppliers, industry associations, regulatory bodies)
Manage high-level procurement disputes and compliance incidents

Requirements:

At least 10 years of experience in procurement management, governance, and policy development across business sectors
Bachelor’s degree or above in Supply Chain, Business, Finance, or related discipline
Strong knowledge of procurement compliance, risk management, and audit processes
Proven ability to design and implement procurement frameworks, policies, and procedures at group level
Experience coordinating with senior committees and serving as a secretariat or decision-support officer
Demonstrated skills in supplier management, evaluation, and risk assessment, including ESG standards
Proficiency in data analytics, cost management, and performance measurement (KPI systems)
Familiarity with procurement systems, technology infrastructure, and emerging procurement technologies
Excellent communication and stakeholder management skills, with experience representing the organization to external parties
Strong problem-solving skills, with the ability to identify and analyze complex issues
Fluency in both English and Mandarin (written and spoken) to manage cross-border communication effectively, Cantonese is a plus
