Job Purpose Summary:
The incumbent will provide HR generalist support to the Country CEO / Senior Manager HR, Managers and employees of the country to which they are responsible for. They are to provide effective and efficient single point of contact to management and staff for all HR related matters, carry out HR project execution duties by assisting in the implementation of Group level and local HR programs and initiatives and support change management.
Essential Duties & Responsibilities by Dimensions:
Shareholder & Financial:
- Assist in the implementation of HR strategies for attracting, developing, motivating and retaining deserving employees as set by the SEVP / EVP of Human Resources and Country HR Lead
- Assist in establishing and achieving Key Performance Indicators (KPIs) for performance monitoring for the HR support unit and monitor their achievements on periodic basis.
- Ensure quality HR services to the internal customers in most cost-effective manner.
- Act within the limits of the powers delegated to the incumbent
Customer (Internal & External):
- Provide appropriate advice in such areas of employment, counselling, compensation & benefits, talent management, training and organization development.
- Work closely within assigned country, to assist both managers and employees to implement HR initiatives, policies and procedures in the interest of the Group QNB
- Build and maintain strong and effective relationship with all other related units to achieve the Department’s goals/ objectives.
- Act as a HR Coordinator / Assistant to the leadership.
- To assist customers in all their queries on Bank’s product and seek solution to their requests.
- Maintain activities in accordance with Service Level Agreements (SLAs) with internal departments/units to achieve improvements in turn-around time.
- Build and maintain strong/effective relationships with related departments/units to achieve the Group’s objectives.
- Provide timely/accurate data to external/internal Auditors, Compliance, Financial Control and Risk when required.
Internal (Processes, Products, Regulatory):
- Review the effectiveness of the published policies and procedures and conduct periodic internal checks for compliance.
- Provide employee support and guidance in order to maintain high performance and work efficiency.
- Provide support to Management in resolving grievance or complex personnel problems.
- Facilitate transfers and promotions in order to best utilize abilities of staff.
- Coordinate staffing and recruiting activities.
- Assist in the development of communication to local customers and facilitate training of line managers and employees on new programs, systems and processes as required.
- Assist in developing appropriate HR planning strategies, which consider immediate and long-term staff requirements in terms of numbers and skill levels.
- Assist employees with usage of performance management system and process.
- Facilitate the implementation of global, regional and local HR Programs including the annual / mid-year performance reviews, the annual salary reviews, the incentive plan distribution and payment, the employee opinion surveys, etc.
- Coordinate with legal consultants on labour law related matters.
- Report significant potential problems that may jeopardize the achievement of company goals and those that are not being addressed adequately at the line management level.
- Assist C&B function in conducting competitive market research to establish pay practices and pay bands that help to recruit and retain superior staff.
- Assist in deployment of Group level Talent Management and Succession Planning process by playing a role of active facilitator
- Conduct exit interviews and analyse attrition trends to feed the information back in HR strategy
- Act as a first point of contact for employee questions and grievances
- Monitor monthly headcount, hires, terminations and transfers in conjunction with the Business Plan
- Report monthly headcount / variance as applicable within the Division
- Undertake ad-hoc duties and projects as required.

- Possess a solid understanding of local employment legislation, compliance requirements and changes impacting the workforce.
- Possess strong knowledge of HR practices, principles, applications, methods, and laws.
- Identify related areas for professional development of self and act to enhance professional development.
- Participate in meetings which aim to assess performance and serve as means to resolve grievances or conflicts within the team.
- Seek out opportunities to remain current with all developments in professional field.
Legal, Regulatory, and Risk Framework Responsibilities:
- Comply with all applicable legal, regulatory and internal compliance requirements including, but not limited to, Group Compliance Policies and Procedures (AML & CTF, Sanctions Policy, Data Protection Policy, Fraud Control Policy, Whistle Blowing Policy, Conflict of Interest and Insider Dealing Policy).
- Understand and effectively perform your role under the Three Lines of Defense principle to identify measure, monitor, manage and report risks.
- Ensure systematic good outcomes for clients in accordance with Conduct Risk policy.
- Support the framework of RCSA, KRI, Incident reporting and remediation, as appropriate, in accordance with the Operational Risk Management requirements.
- Maintain appropriate knowledge to ensure full qualification to undertake the role.
- Complete all mandatory training provided by the Bank, attain, and maintain the required levels of competence.
- Attend mandatory (internal and external) seminars as instructed by the Bank.
Other:
- Ensure high standards of data protection and confidentiality to safeguard commercially sensitive information.
- Maintaining utmost confidentiality concerning customer and internal bank information obtained during the course of business and provide such information on a need-to-know basis only to Senior Management of QNB, Audit and Compliance functions, and relevant Regulators.
- Maintain high professional standards to uphold QNB's reputation and to strengthen its market leadership position.
- All other ad hoc duties/activities related to QNB that management might request from time to time.
Education/Experience Requirements:
- University graduate with a degree specializing in Human Resources.
- Minimum of 10 year's experience in human resources preferably with a local/ International bank entailing responsibilities in HR relations.

Operating Environment/ Location:
- The referenced position will be based in Country and will involve liaison with the support functions at HO.
- Will entail periodic visits to local branches and subsidiaries, as and when applicable.
