Salary:Master Pay Scale Point 7 ($22,145 per month) to Master Pay Scale Point 11 ($28,225 per month)
Entry Requirements:Candidates should have –
(a) (i) Level 2 or equivalent [Note 1] or above in five subjects [Note 2] in the Hong Kong Diploma of Secondary Education Examination (HKDSEE), or equivalent; or (ii) Level 2 / Grade E or above [Note 3] in five subjects [Note 2] in the Hong Kong Certificate of Education Examination (HKCEE), or equivalent;
(b) 2 years’ post-qualification working experience;
(c) met the language proficiency requirements of Level 2 or above [Note 3] in Chinese Language and English Language in HKDSEE or HKCEE, or equivalent; and
(d) a pass result in the Basic Law and National Security Law Test.
[Note: By the closing day of application period (i.e. 24 April 2026), applicants should have already met the requirements set out in items (a) to (c) above (e.g. for academic qualifications, it should be officially conferred / awarded by the issuing institution).]
Basic Law and National Security Law Test:
All applicants for civil service jobs will be assessed on their knowledge of the Basic Law and the National Security Law. A pass result in the Basic Law and National Security Law Test is an entry requirement for all civil service jobs. Only those candidates who have passed the Basic Law and National Security Law Test will be considered for appointment. For candidates who have not taken the relevant Basic Law and National Security Law Test or have not attained a pass result in the relevant Basic Law and National Security Law Test at the time of application, they may still apply for the job and arrangements will be made for them to take the relevant Basic Law and National Security Law Test during the recruitment process.
Note: (1) For civil service appointment purpose, “Attained” in Applied Learning subjects (subject to a maximum of two Applied Learning subjects) is accepted as equivalent to Level 2 in the New Senior Secondary subjects in the HKDSEE. Additionally, Grade E in Other Languages subjects in the 2024 HKDSEE or before is accepted as equivalent to Level 2 in the New Senior Secondary subjects in HKDSEE. A2 or above in French / German / Spanish; or N3 or above in Japanese; or TOPIK II Grade 3 or above in Korean in the Other Languages subjects in the 2025 HKDSEE and onwards are accepted as equivalent to Level 2/Level 3 in the New Senior Secondary subjects in the HKDSEE.
(2) The subject in (a) above may include Chinese Language and English Language.
(3) For civil service appointment purpose, Grade C and Grade E in Chinese Language and English Language (Syllabus B) in the HKCEE before 2007 are accepted administratively as comparable to Level 3 and Level 2 respectively in Chinese Language and English Language in the 2007 HKCEE and henceforth.
Duties:
(a) supervising minor staff in cleansing, market management, pest control and duty room work;
(b) monitoring the performance of contractors with reference to the terms and conditions in contracts, investigating defaults in performance / contractual obligations and taking follow-up actions where applicable;
(c) carrying out law enforcement work pertaining to duties of the rank under the various Ordinances administered by the Department; and
(d) maintaining records and write reports.
[Note: Foremen are required to wear uniform, work 45 hours net (i.e. excluding meal breaks) per week, receive training appropriate to their duties, work in remote areas and are subject to posting and transfer at the discretion of the Department. They may also be required to work shifts and drive motor scooters / cycles / cars on duty.]
Terms of Appointment:A new recruit will normally be appointed on civil service probationary terms for three years. Upon passage of probation bar, he/she may be considered for appointment on the prevailing permanent terms.

Holders of academic qualifications other than those obtained from Hong Kong institutions / Hong Kong Examinations and Assessment Authority may also apply, but their qualifications will be subject to assessments on equivalence with the required entry qualifications. Applicants are not required to submit their official transcripts and certificates at this stage.
