Main duties

The main duties of a Senior Council Researcher include:

(a) conducting in-depth research and analysis on issues of public concern, and preparing research publications;
(b)  proactively identifying the research needs of the committees and Members of the Legislative Council;
(c)  monitoring major political, economic and social developments, and preparing and updating relevant research publications;
(d)  providing research and logistical support for Members’ outbound duty visits and Members’ meetings with visitors;
(e)  contributing to the professional development of junior research staff; and
(f) offering concrete suggestions on enhancing the quality of research publications.

Entry requirements

Candidates should have:

(a) a recognized university degree, preferably in economics, laws, public administration, political science, journalism, statistics, or related disciplines;
(b)  at least nine years’ relevant experience in independent research or related activities on a wide range of subject areas, preferably involving public policy research. Applicants with exceptional potential but less than nine years’ relevant experience may also be considered and, if appointed, will be offered an appropriate salary point below the minimum point of the salary scale;
(c)  excellent proficiency in Chinese and English, especially in writing;
(d)  sound knowledge of current political, economic and social affairs;
(e)  preferably knowledge of and proficiency in data visualization tools (e.g. Power BI);
(f) strong analytical, communication and supervisory skills; and
(g)  the ability to work independently and under pressure.

All candidates should be willing to work beyond normal office hours and on holidays when needed.

The Secretariat may devise further criteria to shortlist applicants. Shortlisted applicants may be required to attend a written test.

Remuneration

The starting salary is $82,330 per month, increasing by 10 annual increments to $119,650, subject to satisfactory conduct and work performance. There is also a monthly cash allowance for the rank of Senior Council Researcher (the current rate is $12,995 per month). Incremental credit may be granted to a successful candidates with additional recognized relevant experience. Successful candidates will be appointed on three-year agreement terms subject to renewal upon satisfactory completion of service, at which the appointees will be eligible for an end-of-agreement gratuity. The gratuity, when added to the employer’s contribution to a Mandatory Provident Fund Scheme, is equal to 15% of the total basic salary drawn during the agreement period. Fringe benefits include paid leave as well as medical and dental benefits.

主要職責

高級議會研究主任的主要職責包括：

(a)  就公眾關注的議題進行深入研究及分析，以及擬備研究刊物；
(b)  主動確定立法會各委員會及議員在資料研究方面的需要;
(c)  監察各重大政治、經濟和社會發展，並擬備及更新相關的研究刊物；
(d)  為議員到香港以外地方進行的職務訪問及議員與訪客的會議提供資料研究及後勤支援服務；
(e)  協助指導及培訓初級研究人員的專業發展；及
(f) 就進一步提高研究刊物的質素提供具體建議。

入職條件

應徵者應具備：

(a)  認可大學學位，以主修經濟、法律、公共行政、政治科學、新聞學、統計或相關科目較佳；
(b)  最少9年從事廣泛課題的獨立研究或相關工作經驗，當中包括公共政策研究相關的經驗較佳。具備特別潛質但少於9年相關工作經驗的申請人亦會獲得考慮，如獲受聘，入職薪金會定於適當的薪點，並較此職位的起薪點為低；
(c)  極佳的中、英語文能力，特別是寫作能力；
(d)  對當前政治、經濟及社會事務的豐富認識；
(e)  運用數據視覺化工具(例如Power BI)的知識及能力較佳；
(f) 出色的分析、溝通及督導能力；及
(g)  獨立工作和承受工作壓力的能力。

所有應徵者均應願意在有需要時在正常辦公時間以外及假期工作。

薪酬

入職薪酬為每月82,330元，如職員的行為及工作表現令人滿意，可按10個按年增薪額增至119,650元，另有為高級議會研究主任職級而設的每月現金津貼(現時的津貼額為每月12,995元)。具備額外認可相關經驗的成功受聘人士，或可獲額外增‍薪‍點。成功受聘人士會按合約條款受‍聘，為期3年，倘完成服務期而工作表現良好，可獲續約，並會獲得一筆約滿酬金，其款額加上僱‍主在強‍制性公積金計劃下所作的供款，相等於合約期內所得底薪總額的15%。附‍帶福利包括有薪假期、醫療及牙科福利。
