Team Head & Senior Manager, AI & Data Governance - Data Science & Governance

Responsibilities

Assist Senior Manager to establish the governance standards for the bank’s Data and AI management and controls, aimed at strengthening the bank’s competitiveness and improving customer experience through the use of data assets, including:
- Control measures in respect to data management and data quality
- Data Governance Framework. AI Governance is a plus.
Assist AI & Data Governance section to stay abreast of Data governance best practices, local regulation and compliance.
Support in defining data and AI strategy to establish and ensure adherence to bank’s data governance framework for data policies, standards, governance metrics, processes and data control measures
Collaborate with all departments and assist on Data Governance through policy and/ or guideline development, coordinating governance meetings, preparing governance materials to various governance committees/ forums in the Bank.
Act as a mentor in coaching and developing team members
Formulate, review and update the bank’s Enterprise Data Governance policies, standards and guidelines
Manage Enterprise Data Management, Data Cataloging, and Data Quality tools evaluation and maintenance
Manage Enterprise Business Glossary, Data Dictionaries, and Metadata Repositories
Manage Enterprise Data Stewardship and Ownership model to map out Critical Data Elements
Establish Data Lineage to support regulatory reporting accuracy, impact analysis, data lifecycle management
Build, track and forecast financial plans for assigned projects;
Manage and control project spending to ensure project delivery is in alignment and within approved budget; and
Provide comprehensive financial information, analysis and reporting to monitor and evaluate the application of financial resources.
Facilitate the development and implementation of data quality standards, data protection standards and requirements to create a best-in-class data and analytic capability that enable identification of new products and market opportunities to drive innovation
Assist in developing an enterprise data governance implementation roadmap to effectively handle data company-wide, aimed at achieving improved internal processes leading to effective cost efficiency and management
Collaborate with concerned external parties, advocate collaborations with various internal functions and departments to ensure that data related business requirements are clearly defined
Comply with all applicable regulations, rules, codes, guidelines and standards set by regulators and the Bank, and carry out duties with high integrity; and
Adhere to all established risk control guidelines, procedures and measures to identify, assess, report, mitigate and monitor the risks involved in the day-to-day work

Requirements

University graduate in Information Technology, Computer Science, Data Science or a related discipline
Minimum 10 years’ working experience in Data Governance/ Data Privacy/ Data Protection/ Risk Management of which 4 years in managerial level from recognized establishments in financial services and/ or Fintech related industries
Hands-on experienced in Data Governance, Data Management and Data Quality in financial sector, preferably in banking industry
Define and track Data Quality rules. Manage end-to-end Data Quality Incident & Risk Management
In-depth knowledge of business and operation models of banking, with thorough understanding of the local regulatory environment
Understanding of Data Lake, Data Warehouse, Data Marts and Master Data Management
Knowledge of industry leading Data Privacy and Data Protection management practices is an advantage
Knowledge in AI/ Generative AI governance and/ or AI risk management is an advantage
Good communication and interpersonal skills including teamwork, facilitation and negotiation
Good problem-solving skills with a proactive approach to resolving issues
Proficient in both spoken and written English and Chinese
