Principal Programme Officer (Continuing Education)

Job Responsibilities:

Develop and support vocational training, award‑bearing certificate courses and skills‑upgrading programmes aligned with market trends and community needs
Assist in managing and operating continuing‑education programmes that align with the YMCA Mission.
Lead marketing and outreach activities to promote programmes to schools, NGOs and community partners, applying strong marketing sense to increase enrolment and engagement.
Build and maintain partnerships with employers, training providers and quality‑assurance bodies to support programme delivery and ensure compliance with accreditation standards.
Manage programme staff, instructors and service providers; support staff development and ensure high‑quality delivery.
Monitor programme performance, prepare regular reports, and manage programme budgeting and financial reporting.
Apply a self-financing approach to programme sustainability, identifying revenue opportunities, cost efficiencies and scaling possibilities.
Perform other ad hoc duties as assigned.

Requirements:

Degree in education, social sciences, business, vocational education or a related discipline.
Minimum of 4 years’ relevant experience, including at least 2 year in a supervisory or team‑lead role.
Experience building and maintaining partnerships with employers, training providers and quality‑assurance bodies (ERB experience is an advantage).
Strong marketing and outreach skills, including digital and social‑media marketing to drive enrolment and engagement.
Budget management experience, including preparing, monitoring and reporting programme budgets.
Experience managing programme staff, instructors or service providers, and supporting staff development.
Good command of both spoken and written English and Chinese.
Strong planning and organisational skills; able to prioritise work and manage multiple projects
Open‑minded, flexible and able to work under pressure.
Shift duties will be required.
