Main duties

The Chief Security Officer is the Head of the Security Office, and is tasked mainly with formulating plans for security; implementing security measures to ensure the security of the Legislative Council (“LegCo”) Complex and other premises of LegCo; and leading the security team in the provision of building and conference security services. The successful applicant should be vigilant, intelligent and dedicated. The main duties of the Chief Security Officer include:

(a) managing and supervising the Security Office;
(b) providing expert security advice and support on matters concerning the physical security of the LegCo Complex and other premises of LegCo, the operation of the integrated security control systems, and the planning and implementation of security projects;
(c) formulating security policies, strategies, plans and guidelines to ensure the safety of users and security of the LegCo Complex and other premises of LegCo, while proactively identifying and assessing potential risks and preparing for security threats;
(d) overseeing the provision of support for facility management services in the LegCo Complex and other premises of LegCo, and implementing measures to provide a safe working environment for users of the above premises and formulating related day-to-day operation plans, strategies, tactics and deployment;
(e) formulating and implementing training strategies and programmes for the security team;
(f) liaising with law enforcement bodies and emergency services regarding security matters; and
(g) conducting reviews on practices and procedures to streamline workflows, proactively seeking opportunities to enhance the quality and value of the Secretariat’s services, and managing projects related to new services.

Entry requirements

Applicants should have:

(a) good general education, preferably a recognized university degree;
(b) at least 10 years’ work experience in a senior management position in disciplined services or security-related fields;
(c) substantial experience in formulating and implementing security operation plans as well as training strategies and programmes for security personnel;
(d) knowledge of and experience in managing and advancing security technologies and systems, preferably with specific experience in applying AI technologies to enhance security operations;
(e) an excellent command of written and spoken Chinese and English, with proficiency in Putonghua;
(f) a positive attitude towards challenges and changes, and ability to identify problems and propose effective and innovative solutions;
(g) strong interpersonal, communication, negotiation and leadership skills;
(h) good political and public relations sense, as well as keen awareness of users’ needs;

and should be:

(i) highly versatile and capable of managing multiple tasks and competing priorities effectively under pressure;
(j) ready to leverage IT and AI tools to enhance work effectiveness and efficiency in all aspects; and
(k) willing to work beyond normal office hours and on holidays when needed.

The Secretariat may devise further criteria to shortlist applicants. Shortlisted applicants may be required to attend a written test.

Remuneration

The starting salary is $119,650 per month, increasing by three annual increments to $137,085, subject to satisfactory conduct and work performance. There is also a monthly cash allowance for the rank of Chief Security Officer (the current rate is $12,285 per month). The successful applicant will be appointed on three-‍year agreement terms subject to renewal upon satisfactory completion of service, at which the appointee will be eligible for an end-of-agreement gratuity. The gratuity, when added to the employer’s contribution to a Mandatory Provident Fund Scheme, is equal to 15% of the total basic salary drawn during the agreement period. Fringe benefits include paid leave as well as medical and dental benefits.

(a) 管理及督導保安組；
(b) 就立法會綜合大樓及立法會其他處所的實體保安、綜合保安控制系‍統的運作，以及保安項目的策劃及推行，提供保安方面的專家意‍見及支援；
(c) 制訂保安政策、策略、計劃及指引，以確保立法會綜合大樓及立法‍會其他處所保安妥善、使用者安全，同時積極主動地識別及評估潛在風險並就安全威脅作好準備；
(d) 監督為立法會綜合大樓及立法會其他處所的設施管理服務提供的支援，並推行措施為上述處所的使用者提供安全的工作環境，以及制訂相關的日常行動計劃、策略、手法和調配部署；
(e) 為保安團隊制訂及推行培訓策略及計劃；
(f) 就保安事宜與執法機關及緊急服務機構聯絡；及
(g) 就行事方式及程序進行檢討以精簡工作流程，積極尋求提升秘書處服務質素和價值的機會，以及管理與新服務相關的項目。

入職條件

申請人應具備：

(a) 良好教育程度，最好持有認可大學學位；
(b) 最少10年擔任紀律部隊或保安相關領域高級管理職位的工作經驗；
(c) 制訂及推行保安行動計劃以及保安人員培訓策略和計劃方面的豐‍富經驗；
(d) 管理保安技術及系統和促進其發展的知識及經驗，最好在應用人工智能技術以提升保安工作方面有具體經驗；
(e) 極佳的中、英文講寫能力，包括能講流利普通話；
(f) 積極應對挑戰與變革的態度，並能察覺問題及提出有效而創新的解‍決方案；
(g) 非常良好的人際關係、溝通、談判和督導技巧；
(h) 良好的政治和公關觸覺，並能敏銳洞悉用户需求；
(i) 高度適應力，能在壓力下有效管理多項工作及需要優先處理的項‍目；
(j) 應用資訊科技及人工智能工具的能力，以提升各方面工作的成效及效率；
並願意在有需要時在正常辦公時間以外及假日工作。

秘書處可制訂進一步的準則，以選出初步入選的申請人。初步入選的申‍請人或須參加筆試。

薪酬

入職薪酬為每月119,650元，如行為及工作表現令人滿意，可按3個按年增薪額增至137,085元，另有為總保安主任職級而設的每月現金津貼(現‍時的津貼額為每月12,285元)。成功獲聘的申請人會按合約條款受聘，為期3‍年，倘完成服務期而工作表現良好，可獲續約，並會獲得一筆約滿酬金，其款額加上僱主在強制性公積金計劃下所作的供款，相等於合約期內所得底薪總額的15%。附帶福利包括有薪假期、醫療及牙科福利。
