What You Will Do
The Head of Development (HoD) is accountable for the successful delivery and operations of IT services including integration, web applications & business intelligence across the Anglo-Eastern group. The role reports directly to the Chief Information Officer (CIO). Managing a team of developers, data specialists, integrators and database administrators both internal and external, the HoD will work closely with business stakeholders, product leads, IT security as well as IT operations to deliver and maintain applications and services in line with the group’s business objectives.
Main responsibilities:
1. Strategy, roadmap and architecture of Anglo-Eastern’s technology platforms
- Own and maintain the multi‑year development roadmap across bespoke applications, integrations, APIs, and BI platforms, in alignment with the company’s digital and business strategies.
- Define and govern application, integration, and data architectures, ensuring scalability, maintainability, and interoperability across systems.
Partner with business stakeholders to translate strategic objectives into a prioritised backlog of initiatives and enhancements.
2. Own the engineering standards, quality and security of deliverables
- Establish and enforce coding standards, peer review practices, branching strategies, and CI/CD pipelines to ensure high code quality and reliable releases.
- Define and monitor key engineering metrics (e.g., deployment frequency, defect rates, technical debt) and drive continuous improvement.
- Work closely with GRC team to embed secure by design principles, perform secure code reviews, and ensure compliance with relevant security frameworks and policies.
- Oversee test strategies (unit, integration, regression, performance) and ensure appropriate automated testing coverage.
3. Oversee all development, enhancement and operation in-house platforms
- Provide end‑to‑end ownership for in‑house systems, including lifecycle management, technical direction, and major design decisions
- Map requirements to technical designs, articulate solution risks and barriers, recommend project approaches
- Manage the development, testing and implementation of solutions across multiple disciplines (front-end, back-end, interfaces, analytics).
4. Manage, direct, mentor and support the development team resources in the fulfilment of their duties as well as ensure their professional development in the organization
- Lead, coach, and develop the in‑house development team (engineers, tech leads, data engineers, etc.), building a high‑performing, collaborative culture.
- Plan and manage resourcing across internal staff and external contractors/partners, ensuring efficient delivery against the roadmap.
- Select, onboard, and manage third‑party development partners, ensuring clear SLAs, quality expectations, and adherence to architecture and security standards.
5. Stakeholder, Client & Supplier Engagement
- Act as the primary technical point of contact for internal business stakeholders, ensuring clear communication of options, trade‑offs, and delivery timelines.
- Engage directly with key clients to capture requirements, present solution designs, and support technical discussions in pre‑sales or account contexts where needed.
- Collaborate with external suppliers to design and maintain robust interfaces and joint solutions.
6. Governance, Risk & Compliance
- Ensure development practices comply with internal policies, regulatory requirements, and relevant industry standards (e.g., for security, data protection, auditability).
- Identify and manage technical risks, dependencies, and issues across the development portfolio, escalating and mitigating as appropriate.
- Maintain clear documentation for architectures, interfaces, and key design decisions to support operational handover, audit, and long‑term maintainability.
7. Research, prototype and evaluate new technologies, tools and approaches

9. Provide timely and accurate reports with respect to projects, issues, activities and financials.
What We Are Looking For
Education:
- Bachelor’s degree in Computer Science, Software Engineering, Information Systems, or a related discipline; a master’s degree or equivalent experience is preferred but not mandatory if compensated by strong practical track record.
Experience:
- 8-15 years of professional experience in software development and architecture, including at least 5 years in a senior leadership role (e.g. Head of Development, VP Engineering, Architect) managing multi-disciplinary teams and owning mission-critical enterprise platforms used across multiple business functions. Demonstrated interest and practical experience in applying AI/ML and advanced analytics to real-world business problems, including experimentation with generative AI, copilots, and intelligent automation in an enterprise context.
- Proven track record defining, implementing, and operating enterprise-level platforms across:
- Application integration and APIs (REST/JSON, event-driven, message queues, ESB/iPaaS) in a heterogeneous, multi-vendor landscape.
- Bespoke full-stack solutions (web/mobile, authentication/SSO, role-based access, UX for business users) integrated with core ERP, HR, finance and operations systems.
- Enterprise business intelligence, including data warehouse design, ETL/ELT pipelines, and front-end reporting and analytics platforms (e.g. Power BI, SSRS, Tableau), supporting cross-functional management and regulatory reporting.
- AI-enabled and data-driven solutions, such as predictive analytics, recommendation or optimisation engines, and generative AI–assisted workflows embedded into existing enterprise applications and processes.
- Demonstrated experience leading large-scale enterprise initiatives such as legacy platform modernisation, cloud migrations, and consolidation of overlapping systems, balancing stability of business-critical services with delivery of new capabilities. Demonstrated experience owning multi-year technology roadmaps and enterprise architectures, aligning them with business strategy and turning them into prioritised, deliverable backlogs with clear outcomes in reliability, scalability, and time-to-market.
- Hands-on background in modern application development (e.g. .NET/Java/Node, relational databases, cloud platforms) with the ability to deep-dive into designs, code, and data models, and to provide credible technical leadership to senior engineers and architects.
Architecture, integration and data
- Strong experience designing and governing application, integration and data architectures in a complex, multi-system enterprise environment (ERP, HR, finance, operations and third-party SaaS), including setting and enforcing architectural standards and patterns.
- Proven ability to design secure, scalable APIs and integration patterns (synchronous/asynchronous, batching, streaming) and to oversee standards for interface design and lifecycle management.
- Solid understanding of data warehousing concepts (dimensional modelling, slowly changing dimensions, data marts), ETL/ELT patterns, and best practices for semantic models and report design in tools like Power BI.
- Familiarity with data quality, lineage, and metadata management practices, and how they intersect with reporting, auditability, and regulatory expectations.
