We are seeking a detail-oriented and compliance-savvy HR professional to own all core HR operations with payroll knowledge for DCSS Technology across the Asia Pacific region. Based in Hong Kong, you will ensure accurate, timely payroll delivery, maintain impeccable employee records, and drive full regulatory compliance in a multi-country environment. This is a hands-on operational role with no responsibility for recruitment or talent acquisition—focus is purely on backend HR excellence.

You will manage payroll and HR ops for teams in Hong Kong, Thailand, Singapore, Malaysia and Indonesia, navigating diverse labour laws, tax rules, social security systems, and multi-currency requirements.

Key Responsibilities

Manage end-to-end monthly payroll processing across APAC entities: collect timesheets/attendance data, calculate gross-to-net pay, handle deductions (tax, social security, MPF in HK, provident funds elsewhere), bonuses, allowances, and multi-currency payments
Ensure 100% compliance with local regulations in each market, including Hong Kong Employment Ordinance (MPF contributions, statutory holidays, severance/long service payments, recent 417/468 continuous contract rules effective 2026), Thai Social Security Office rules, Singapore CPF, and equivalent requirements in other countries.
Maintain accurate, up-to-date employee master data and records: contracts, personal details, leave accruals & balances (annual, sick, maternity/paternity), insurance enrollments/claims, probation/end-of-contract processing, and exit formalities.
Administer employee benefits and entitlements: medical insurance claims, group life/accident coverage, statutory leaves, and any market-specific perks.
Handle payroll-related queries and escalations from employees and managers across the region in a timely, professional manner.
Prepare and submit statutory filings and reports: tax authorities, social security/provident funds, labour department returns, year-end tax certificates, and audit trails.
Monitor and track accruals, provisions, and HR-related financials (e.g., leave liabilities, bonus provisions) for accurate budgeting and forecasting.
Liaise with external partners: banks for salary transfers, local payroll/tax advisors, insurance providers, and government agencies as needed.
Generate regular HR operations reports: headcount, payroll costs, compliance status, leave trends, etc., for regional leadership.

Qualifications & Requirements

Bachelor’s degree in Human Resources, Business Administration, Accounting, or a related field.
Minimum 4–8 years of hands-on experience in HR operations and payroll processing, with proven multi-country exposure in APAC strongly preferred (Hong Kong + at least one other market such as Thailand, Singapore, Malaysia, or Indonesia).
Deep knowledge of Hong Kong employment laws (Employment Ordinance, MPF Scheme, recent amendments including 417/468 rule) and solid working understanding of payroll/social security in key APAC markets
Excellent attention to detail, numerical accuracy, and ability to handle confidential/sensitive information.
Strong organizational and time-management skills; able to manage deadlines across time zones and jurisdictions.
Fluent in English (business level required); proficiency in Cantonese/Mandarin is a significant advantage.
Proactive, calm under pressure, and comfortable working independently in a small/regional team setup.
