About Us
Outward Bound Hong Kong is a non-profit and a leading outdoor educational organisation that adopts experiential learning to help people discover and unleash their potential. We are part of an international network that delivers courses in over 30 different countries. Initially operating from a site at Tai Mong Tsai (TMT) in the New Territories, the ‘original’ courses made use of the remote hills, beaches and islands to deliver transformative experiences for youth from a range of backgrounds. The past 55 years have seen significant growth, having developed a remote island base at Wong Wan Chau in the Double Haven Marine Park as well as the Ah Kung Wan training site located close to the TMT base. Given our location, the surrounding coastal waters are the most common location for our courses, although the hills of the nearby Country Parks offer impressive locations for programming at certain times of the year.
Project Manager (Contract/Part-time)
We are looking for a Project Manager to lead and oversee the renovation of multiple building blocks and capital works to Outward Board campus at Tai Mong Tsai, Sai Kung. These renovations and site improvements were made largely possible by funders, and the role will ensure that costs remain within the parameters of the funding grants. The Project Manager is responsible for planning, coordinating, and executing all aspects of the project, ensuring timely delivery, cost control, quality standards, and compliance with statutory requirements.
Key Responsibilities:
Project Planning & Execution
- Develop detailed project plans, schedules, and oversee approved budgets for the renovation works
- Coordinate with vendors, contractors, and suppliers as well as internal stakeholders to ensure smooth execution and that the project proceeds on time
- Monitor site progress and performance of the contractors on site, identify risks, and implement corrective actions
- To ensure the works proceed as planned according to set timelines and schedules, and that each phase of works is completed to reduce the disruption to regular Outward Bound campus operations
- Perform ad hoc tasks as required
Stakeholder Management
- Act as the primary point of contact between management, contractors, and external consultants to deliver the projects on time
- Host site meetings and provide regular updates and reports to management and stakeholders
- To ensure contractors, workers and people related to the project receive a briefing on ‘safeguarding of children’ on the campus. This includes ensuring no smoking on site
Compliance & Safety
- Ensure all works comply with local building regulations, safety standards, and environmental requirements
- Conduct site inspections and enforce safety protocols
- Ensure any government department permits or licenses are obtained at each phase of the projects if needed
- Ensure bystander safety is maintained for other visitors to the campus
- To retain records of the renovation works for Outward Bound Hong Kong
Quality Assurance
- Oversee workmanship and materials to meet required standards
- Conduct final inspections and manage defect rectification before project handover/completion
- To ensure the final cleanup and site handover is completed, with no hazards for young students on the campus
Financial Control
- Manage project budgets and track expenditures
- Negotiate contracts and manage procurement processes to achieve cost efficiency
- Prepare periodic reports on financial spending to the funder, against the set budget
Overview of Renovations (undertaken in phrases over 3 years)
- Install new toilets with wheelchair access
- Renovate two participant dormitories
- Renovate two staff dormitories
- Oversee repairs to jetty
- Renovate & revitalize the waterfront, including resurfacing of main carpark
- Widen pathways
- Repair aging ceilings and sprawling boathouse
- Create two new outdoor learning spaces
- Obtain quotations for future replacement of high ropes course
Requirements:
- Bachelor’s degrees in Construction Management, Civil Engineering, Architecture, or related field
- Minimum 3 years of project management experience, preferably in building renovation or construction
- Strong knowledge of Hong Kong building regulations, safety codes, and statutory compliance
- Proven ability to manage contractors and stakeholders
- Excellence organizational, communication, and negotiation skills
- Proficiency in project management tools
- Proficiency in both written and spoken English and Chinese
- Work location in Sai Kung area
