RESIDENT SITE STAFF
We are looking for the following site staff for a residential project on Hong Kong Island.
Registered Safety Officer
1. Purpose
1.1 Under the direct supervision of the Authorized Person (AP)/Project Architect, to distribute the duties of site safety supervision and monitoring of the AP/Architect in relation to administration, full-time supervision and inspection of on-site works. This is to ensure compliance with the requirements of the developer and adhere to established site safety and environmental standards. The below duties and responsibilities are not exhaustive and shall not be considered as a limit of responsibility.
2. Requirement
- Degree or Diploma in Occupational Health and Safety Management or equivalent.
- Holding a valid registration as a Registered Safety Officer (RSO).
- Not less than 5 years or above post-RSO experience in the construction field.
- Knowledge of local regulations, procedures, standards, and code of practice on construction site safety.
- Confident English report writing on health and safety issues.
- Good communication and interpersonal skills.
3. Responsibilities
3.1 As the employee of the AP/Project Architect and as a member of the full-time site supervisory team responsible for the supervision of the Contractors' works particularly on the site safety and environmental aspects.
3.2 Report to and advise the AP/Project Architect and notify the developer's Construction Management colleagues on the site safety and environmental aspects of the works.
3.3 As AP/Project Architect's representative on site, ensure that the Contractors' works are in compliance with contractual and statutory requirements on the site safety and environmental aspects.
3.4 Perform statutory duties as required by the AP/ Project Architect, including those relating to site safety requirements pursuant to the Supervision Plan of the Buildings Department.
4. Duties
(A) Site Inspection, Monitoring & Compliance
1. Carry out full-time supervision on safety and environmental aspects of all site activities.
2. Conduct daily on-site safety inspections and audits to identify risks / hazards, assess safety performance, and ensure compliance with specifications, contractual and statutory requirements. Perform re-inspections for non-conformities and recommend corrective actions. Coordinate Management Safety Inspections led by the Architect.
3. Ensure that the site activities are carried out in strict accordance with the safety management plans and environmental plans as well as contractual and statutory requirements.
4. Implement and monitor the developer's integrated quality assurance system, site safety and environmental systems on site.
5. Ensure that all statutory and daily safety records are maintained properly and are readily available for inspection. This includes ensuring contractors prepare and maintain necessary forms (e.g., SOSS Form 2A/3A) in a timely manner.
(B) Incident Investigation & Reporting
6. Investigate accidents, incidents, and near-miss occurrences, identify root causes, propose mitigation plans to prevent recurrence, and compile accident statistics.
7. Prepare bi-weekly site safety and environmental reports, inspection reports, conformity reports, site records and other necessary reports.
8. Prepare clear and proper records in writing of all events relating to the site safety and environmental aspects of the site activities and site works, including date, venue, time, direct and communication with any external parties including government authorities / adjacent owners/public/district board members/councillors/utility companies who have made any complaints on the project during construction or at the Defects Liability Period (DLP). Safe-keep and hand over this information to the AP/Project Architect and notify the developer's Construction Management colleagues as soon as possible.
(C) Communication, Coordination & Advisory
9. Coordinate with site representatives of other Consultants and the Contractors on all matters relating to the safety on construction and performance on site in mitigating and controlling risks in design, planning and execution of site works in construction stage.
10. Evaluate the Contractors' performance on site safety and environmental aspects to the AP/Project Architect.
11. Advise the AP/Project Architect, Resident Site Staff, and contractors on measures to eliminate or control hazards, and provide safety suggestions and recommendations for improving safety practices to achieve high standards in safety and health. Assist in resolving site safety and health issues.
12. Participate in Site Safety Committee Meetings and Project Safety Management Committee Meetings. Attend all Site Progress Meetings, QA/QC Meetings, Defects Rectification Meetings, Risk Management Workshops, method statement review workshops, and any other necessary meetings. Provide safety advice to stakeholders during these meetings.
13. Proactively anticipate interface and construction safety problems and liaise with contractors to determine and implement solutions to mitigate safety risks. Proactively communicate with resident site supervision team and contractors' staff to continually improve site safety.
(D) Training, Promotion & Safety Culture Development
14. Identify safety training needs for key contractor teams, subcontractor directors, and representatives, and verify the training matrix. Prepare and monitor safety training and promotion programs based on a training needs analysis. Regularly review and revise training needs, programs, and materials, and assess the quality of external training providers. Support and participate in safety promotional activities organized by contractors.
15. Drive the contractors to maintain a safe working environment and promote a culture of safety in the workplace.
16. Introduce new working procedures for safety enhancement and legislative compliance. Inform contractors of any changes in the workplace that may affect the safety and health of workers.
(E) Risk Management & Hazard Control
17. Facilitate the efficient and adequate coordination and implementation of site safety management plans and environmental plans.
18. Ensure compliance with project objectives in safety management policies/procedures and standards of the projects.
19. Proactively manage the performance of the contractors to implement safety management system ensuring the works is delivered in a safe manner.
20. Stop work and report to the AP/Project Architect if any imminent risks occur.
(F) General Supervision & Administrative Duties
21. Maintain an effective, neat, orderly, and readily accessible filing system and safe-keep all correspondence, site records and reports.
22. Carry out additional duties as required by the AP/Project Architect.
