Responsibilities:
(a) Identify and immediately report for any discrepancies in the contract documents such as drawings and specifications;
(b) Comment and monitor the installation programme submitted by Specialist Sub-contractors with reference to the Contractor’s programme;
(c) Comment and monitor the submission schedules (drawings, materials, samples etc.) submitted by the Specialist Sub-contractors;
(d) Comment and monitor the Inspection, Test, and Approval Plans (ITAP), inspection schedules, T & C schedules, T & C procedures and T & C report formats submitted by the Contractor and the Specialist Sub-contractors;
(e) Identify inspection activities in particular for covered up works, works put out of view and types of inspection work that must be completed before associated works by other parties (i.e. builder’s work) and establish inspection schedule for on-going monitoring;
(f) Responsible for the upkeep of site records including site record books and submission of all monthly returns. All events should be properly recorded especially the agreed date for submission of outstanding information or the date of re-inspection;
(g) Supervise building services installation works and monitor labour resources, progress, materials and equipment used on Site;
(h) Maintain and update the filing systems as required by the CM;
(i) Check the material and equipment compliance against Contract requirements and approval / acceptance record upon delivery to Site, and maintain the site check records;
(j) Inspect the installation works to ensure good workmanship, check with compliance with drawing acceptance record and installation requirements, and maintain the site inspection records. The frequency of checking by the Building Services Inspection Team on building services works is specified in Appendix BS-11 to this Part D of the Client’s Requirements;
(k) Check and update the daily labour strength (including checking of qualified tradesmen & intermediate tradesmen) and works activities on site, and report on any deficiencies immediately;
(l) Check the requirements under the “Site Safety Handbook” and relevant statutory parties are complied with. The frequency of checking by the Building Services Inspection Team on site safety and environmental protection works is specified in Appendix BS-12 to this Part D of the Client’s Requirements;
(m) Monitor and report immediately any unavailable technical approvals, including drawings before the inspections of works to be covered up;
(n) Maintain and update the following records and summary in the format as required by the CM:-
(i) Material and Plant checking;
(ii) Works inspection for the daily and scheduled activities;
(iii) Abortive works, and change to the Works information covered by CM’s Instructions;
(iv) Test and system performance commissioning.
(o) Provide Site Progress Reports for Site Meetings and Specialist Sub-contractors coordination meetings;
(p) Take site photos on site progress of works, noticeable defective works and non-compliance of works;
(q) Witness and report the acceptance of all specified tests, and system performance commissioning of works, and maintain the site test records;
(r) Provide and update the list of outstanding and defective works from time to time;
(s) Monitor and report progress of defects rectification and completion of outstanding /additional works, including testing and commissioning works;
(t) Check the readiness of building services operation and maintenance manuals and as-fitted drawings submitted by various contractors;
(u) Attend mock up inspections (e.g. Timber mock up, Sample flat inspection, etc.) and factory inspections (e.g. LV switchboard acceptance tests, Open-up flush water pump test, Open-up to panel wall, etc.);
(v) Arrange and attend the final acceptance inspection with relevant parties, including inspections by FSD, statutory parties, utilities services, users, clients’ departments, maintenance agents, EMD of the HD, etc;
(w) Carry out any inspection works, prepare any site records and reports and witness any testing and commissioning works as required by the CM;
(x) Return all of the above site records and files as required by the CM;
(y) Assist in site checking of any site measurements of building services works for payments and claims submitted by the Contractor / Specialist Sub-contractors;
(z) Attend site audit checking and follow up on corrective action and non-conformity;
(aa) Responsible for the supervision of the building services works;
(bb) Monitor the standard of workmanship against the Client’s Requirements and conformity as specified by the CM;
(cc) Supervision of delivery of test pieces for fire hydrants, suspension ropes, and stainless steel flush water pump(s);
(dd) Coordinate with Specialist Sub-contractors on various T&C works;
(ee) Witness the T&C of building services installations in accordance with the requirements of this Contract, and ensure all T&C to be conducted with satisfaction before all statutory inspection; and
(ff) Witness the special tests in accordance with the requirements of this Contract, including but not limited to Bench Test for CABD equipment, as required by the CM.
(gg) Assist RBSE to conduct Performance Assessment Scoring System (PASS) assessments to measure and evaluate the contractor’s performance during construction stage; and
(hh) Attend and coordinate with the Contractor and/or his Specialist Sub-contractors to conduct Performance Assessment Scoring System (PASS) assessments during construction stage.
3.3.2 Upon Completion of Construction
(a) Arrange, witness and report the Contract / statutory periodic tests and inspections, and maintain the site records in the format as required by the CM;
(b) Identify and immediately report for any poor readiness and accuracy on the test records, as-fitted drawings and manuals;
(c) Provide and update the list of outstanding and defective works and arrange inspections;
(d) Arrange handover of spare parts / materials and as-built records including but not limited to drawings c/w CD ROMs, manuals, warranties and certificates, test reports, etc. to the maintenance agents / EMD of the HD;
(e) Monitor and report immediately the delayed fault attendance and major plant equipment malfunctions;
(f) Monitor and report the progress and status periodically on the followings:
(i) Submission and readiness of Operation and Maintenance Manuals;
(ii) Submission and readiness of As-built drawings;
(iii) Submission and readiness of Test reports;
(iv) Submission and readiness of Certificate of Warranty;
(v) The progress of defects rectification and completion of outstanding / additional works;
(vi) Abortive works, and change to the Works Information covered by CM’s Instructions.
(g) Arrange and attend pre-handover and handover inspections with relevant parties, including inspections by users, Client’s departments, maintenance agents, EMD of the HD, etc.;
(h) Carry out any inspections and prepare any site records and reports for outstanding and defective works as required by the CM;
(i) Coordinate with the Contractor and/or his Special Sub-contractors to conduct noise measurement for pump rooms, A/C plant room and emergency generator room (located directly above domestic flats) etc. and ensure the results are in compliance with EPD’s requirements. Remedial proposal should be prepared in case of non-compliance;
(j) Return all of the above site records and files as required by the CM;
(k) Attend site audit checking and follow up on corrective action and non-conformity;
(l) Carry out duties as required by the CM and Supervisors of Resident Site Staff, including but not limited to Resident Building Services Engineer;
(m) Attend and coordinate joint inspection and handover meetings with Estate Management Division (EMD) of the HD and other government departments for entrustment works, for the T&C of building services installations;
(n) Attend and coordinate with the Contractor in arranging formal training of building services installations with EMD of the HD / Property Agencies / Direct Contractors accordingly;
(o) Carry out duties as mentioned above for building services installations works as specified in the Client’s Requirements;
(p) Assist RBSE to conduct Performance Assessment Scoring System (PASS) assessments to measure and evaluate the contractor’s performance upon completion of construction; and
(q) Attend and coordinate with the Contractor and/or his Specialist Sub-contractors to conduct Performance Assessment Scoring System (PASS) assessments upon completion of construction.
3.3.3 During Maintenance Period
(a) Monitor the submission of reports, site records, and submissions on the system operation and performance at 3-months intervals during the Maintenance Period and at the end of the Maintenance Period. Each report shall cover a rolling period of the past 12 months where applicable and shall be submitted within one month from the last day of the 3-month period concerned;
(b) Supervise outstanding works and rectification of defects for building services installation works and monitor labour resources, progress, materials and equipment used on site;
(c) Inspect the outstanding works and rectification of defects to ensure good workmanship, check with compliance with drawing acceptance record and installation requirements, and maintain the site inspection records;
(d) Take site photos on site progress of works, outstanding works, defective works and non-compliance of works;
(e) Witness and report the acceptance of all specified tests, and system performance commissioning of works, and maintain the site test records;
(f) Monitor and report progress of outstanding works and defects rectification and completion of outstanding works and defects rectification, including testing and commissioning works;
(g) Provide and update the list of outstanding and defective works from time to time;
(h) Record and submit the reading of smart meters at 3-months intervals during Maintenance Period to the CM for approval;
(i) Provide support for the mass intake of tenants, inquiries from public, press, media and government departments and complaint (i.e. CRMS);
(j) Carry out, or coordinate with the Contractor and/or his Specialist Sub-contractors to conduct energy measurement for communal areas of domestic buildings at a prescribed interval (i.e. within one year after Contract completion of domestic blocks and when the mass intake of tenants is mostly completed), in accordance with relevant HD procedural manuals and technical guides. Assist RBSE to check and ascertain the points of measurement correspond to the items delineated in the Energy Estimation endorsed by BSDRP(DB2). The Building Services Inspection Team shall refer to the template stipulated in Appendix BS-09 to this Part D of the Client’s Requirements for the submission of Building Services Energy Measurement Report for Communal Area of Domestic Block to the satisfaction of CM;
(k) Assist RBSE to prepare Building Services Energy Measurement Report for Communal Area of Domestic Block;
(l) Assist RBSE to conduct Maintenance Period Assessment under Performance Assessment Scoring System (PASS) to measure and evaluate the contractor’s performance during Maintenance Period; and
(m) Attend and coordinate with the Contractor and/or his Specialist Sub-contractors to conduct Maintenance Period Assessment under Performance Assessment Scoring System (PASS) during Maintenance Period.
Requirements:
(i) employed by the BSESP as a resident building services inspector in building services engineering inspection;
(ii) at minimum possess a Diploma or Higher Certificate or in Electrical, Mechanical, or Building Services Engineering , or equivalent;
(iii) having attained the language proficiency requirements of ‘level 2’ or above in Chinese Language and English Language in the Hong Kong Diploma of Secondary Education Examination (HKDSEE) or Hong Kong Certificate of Education Examination (HKCEE), or equivalent (Note: ‘Grade E’ in Chinese Language and English Language (Syllabus B) in the HKCEE before 2007 are accepted administratively as comparable to ‘Level 2’ Chinese Language and English Language in the 2007 HKCEE and henceforth);
(iv) having at least seven years post-qualification local experience in bs works;
(v) having good verbal and written communication skills and high proficiency in computer usage;
(vi) having good organisation, analytical, interpersonal, project planning/project management skills
