The Job
Reporting to Senior Manager (Supervision), the appointee will develop and implement risk-based supervision programme in relation to the operations of MPF trustees and their service providers. The appointee will spearhead thematic projects and surveillance efforts to promote better governance of the MPF trustee industry, lead projects and take necessary regulatory actions to ensure the industry complies with their statutory and fiduciary duties. The main responsibilities include:

To supervise and monitor the on-going compliance of MPF trustees and their service providers;
To formulate and implement supervisory programmes to identify gaps and deficiencies of the trustees and service providers, and take effective measures to deliver the appropriate supervisory outcome;
To spearhead supervision projects on key risk areas including MPF scheme operations and administration;
To collaborate with the eMPF Platform Company and oversee its performance of operational functions delivered either directly or through outsourced vendors; and
To support projects at the MPFA level on reforms of MPF system and other related initiatives or duties as assigned.

The Person

A recognized degree, preferably in accounting, finance, law, risk management or related fields, or equivalent;
At least eight years of relevant experience in legal or regulatory compliance, auditing, retirement schemes / pensions, forensic accounting or risk management, of which a minimum of four years should be at supervisory level, preferably gained from sizable or public organizations;
Preferably with knowledge in the operations of MPF industry or financial institutions and a broad understanding of the development of international regulatory framework applicable to governance / fund management / pensions;
Relevant work experience gained from financial regulators / law firms / professional services organizations is an advantage;
Proven ability to manage progress and performance effectively while providing guidance on significant issues;
Able to explain complex and technical issues succinctly to different audience and skillful in building networks and relationships with internal and external stakeholders;
Adaptable and flexible, with the ability to embrace new possibilities and approaches; and
Capable of multitasking and thriving under pressure, managing competing proprieties to ensure timely completion of projects and objectives.

Remuneration Package
A competitive remuneration and benefits package including a discretionary performance-linked variable pay, annual leave, medical, dental and life insurance coverage, and MPF will be offered. All new appointments will be made on a two-year fixed-term contract initially prior to consideration for appointment on a non-fixed-term basis.
