Lead of HR (Start-up Quasi-Government)

Responsibilities

HR Strategy & Organizational Development

Develop and implement the organization's overall people strategy aligned with business objectives.
Partner closely with senior leadership on workforce planning, organizational design, succession planning, and talent management initiatives.
Establish HR policies, procedures, and governance frameworks that comply with relevant employment legislation and public sector requirements.
Drive organizational effectiveness and change management initiatives during periods of growth and transformation.

Talent Acquisition & Employer Branding

Design and execute talent acquisition strategies to attract high-caliber professionals across corporate and technical functions.
Establish recruitment processes, selection frameworks, and onboarding programs.
Build the organization's employer brand and employee value proposition.

Performance & Talent Management

Develop and implement performance management and goal-setting frameworks.
Establish succession planning and leadership development programs.
Drive employee engagement, retention, and career development initiatives.

Compensation & Benefits

Design and manage competitive compensation and benefits programs within approved governance frameworks.
Conduct salary benchmarking and workforce analytics.
Provide recommendations on reward structures aligned with market practices and public accountability requirements.

Employee Relations & Culture

Foster a positive, inclusive, and high-performing workplace culture.
Provide guidance to management on employee relations matters and workplace policies.
Lead employee communication, engagement, and wellness initiatives.

HR Operations & Governance

Build and manage HR operations, systems, and processes.
Ensure compliance with Employment Ordinance, MPF, privacy regulations, and relevant statutory requirements.
Prepare HR reports, workforce metrics, and board-level papers where required.
Manage external vendors and professional service providers relating to recruitment, payroll, benefits, and learning.

Leadership

Build and lead the HR team as the organization grows.
Act as a trusted advisor to the executive leadership team.
Promote best practices in people management across the organization.

Requirements

Bachelor's degree holder
Minimum 12-15 years of progressive HR experience, with at least 5 years in a senior HR leadership position.
Experience leading a full-spectrum HR function, including talent acquisition, C&B, employee relations, learning & development, and organizational development.
Experience in public sector, statutory body, NGO, government-funded organization, professional services, or regulated environment is highly preferred.
Proven experience establishing HR frameworks, policies, and processes in a growing or newly established organization.
Experience supporting senior executives and Board-related governance processes would be an advantage.
