The Head of Estates Office & Projects is responsible for providing strategic leadership and overall management of the Estates Office and Project Team, overseeing the planning, development, maintenance, and enhancement of all CIC premises. The role ensures that both estates management and project development are delivered safely, efficiently, and in alignment with organizational goals, regulatory requirements, and industry best practices.

Duties and Responsibilities:

To lead and oversee the Estates Office and Project Team to ensure effective coordination and high performance across estates management and project delivery;
To formulate and implement strategies for estates management, asset lifecycle planning, and capital works development;
To oversee the operation, maintenance and improvement works of all CIC premises to ensure safety, compliance and service quality;
To direct the planning and delivery of capital projects, ensuring completion on time, within budget, and to the required quality standards
To establish and maintain policies, procedures and governance framework for estates management and project implementation;
To manage budgets, procurement processes and resource allocation to achieve cost-effective outcomes;
To ensure compliance with all statutory, regulatory, and safety requirements, and implement effective risk management practices;
To liaise with internal stakeholders, consultants and contractors, and provide professional advice and reports to senior management; and
To carry out other duties as assigned by the Executive Director from time to time.

Job Requirements:

A recognized degree / post-graduate qualification in Engineering, Construction Management, Building Surveying, or related discipline, with professional qualifications, e.g. MHKIE, MRICS, MHKIS or equivalent preferred;
A minimum of 12 years’ relevant experience, with substantial experience in both estates management and project/capital works management;
Proven leadership experience in managing multi-disciplinary teams across estates operations and project delivery;
Solid knowledge of building maintenance, project management, contract management and statutory requirements;
Demonstrated experience in developing policies, strategies and organizational initiatives with significant impact;
Strong safety awareness and understanding of relevant regulations and standards;
Excellent leadership, with good skills in communication, stakeholder management, and problem solving; and
Excellent command of written and spoken English and Chinese.

The position is on a renewable fixed-term contract (subject to performance and operational needs) for a period of 2 years.
