General Manager (Digital & Information Technology)

Key Accountabilities

Reporting to the Senior Director and managing a team of IT professionals;
Working closely with a major third party supplier as an “intelligent customer” and “critical friend” on the delivery of the eMPF Platform project;
Overseeing the third party supplier to ensure the system design, development, testing, data migration and implementation tasks are delivered within the agreed timeline / frameworks / standards and RFP technical requirements;
Reviewing contractual deliverables and providing recommendation for acceptance / payment / the need for revision;
Preparing IT budget and planning, and developing IT strategy for the eMPF Platform Company;
Working with other departments on UI/UX, cyber security, master data management, data governance, system risk and technical support;
Reviewing and advising on technical system matters;
Preparing management reports; and
Any other duties as assigned.

Skills and Qualification

Bachelor’s degree or Master’s degree in Computer Science or related disciplines;
Ideally CMMI- DEV (Capability Maturity Model Integration –Development) certified;
Minimum 15 years of relevant IT - SDLC (System Development Life Cycle) and IT vendor management experience, preferably in Financial Services environment;
Solid experience in working with suppliers in delivering large-scale system solutions including all of technology applications, contact centres, administration offices and service centres. Experience in 5 large complex system projects implementation;
Minimum 10 years of technical skills and experience in Fintech, Cloud technology, Cyber security, DevOps, Micro services architecture, Kubernetes, Level 1 to 4 system level definition, mobile and portal development, BI, API, Messaging, Java, JSON, Databases (example: Oracle, Mongo, Microsoft SQL and MYSQL);
Strong people and vendor management skills;
Driven, positive, highly structured, proactive with analytical mind-set;
Excellent organization and problem solving skills, and be able to work under pressure;
Good command of both spoken and written Chinese and English; and
Keen and willing to work in the agile style environment with all the flexibility that requires and level of change involved.

Remuneration Package

Rank and salary will be commensurate with qualification and experience. The initial appointment will be made on a fixed-term contract. A competitive remuneration and benefits package including discretionary performance-linked variable pay, annual leave, medical, dental and life insurance coverage, and MPF will be offered.
