Salary: HK$77,652 per month
Entry Requirements:Candidates should -
(a) be a Corporate Member of the Hong Kong Institution of Engineers (Civil Discipline) elected after 5 December 1975, or equivalent [see Note (1)];
(b) have at least 30 years' post-qualification experience with at least nine years in directorate role(s) (e.g. associate director, vice-president etc.) [see Note (2)];
(c) have the experience in leadership roles overseeing large-scale operations with direct or indirect management of a workforce of more than 500 employees [see Note (2)];
(d) have the experience in the regulation of inside services and formulation of communal water loss charging policy, digital transformation, digital and artificial intelligence solutions; accounting and billing management system and Internet-of-Things platforms; [see Note (2)]; and
(e) have met the language proficiency requirements of Grade E or above in Chinese Language and English Language (Syllabus B) in the Hong Kong Certificate of Education Examination (HKCEE) or Hong Kong Diploma of Secondary Education Examination (HKDSEE), or equivalent [see Note (3)].
Note: (1) Candidates should submit proof of Corporate Membership of the Hong Kong Institution of Engineers (Civil Discipline), or equivalent. Candidates holding non-local professional qualifications only should prove the equivalence of such qualifications by the closing date for application, with supporting documents such as evidence of acceptance of their qualifications by the Hong Kong Institution of Engineers for admission to its Corporate Membership (Civil Discipline).
(2) Candidates should submit a detailed curriculum vita of their relevant working experience.
(3) For non-civil service appointment purpose, 'Grade E' in Chinese Language and English Language (Syllabus B) in the HKCEE before 2007 is accepted administratively as comparable to 'Level 2' in Chinese Language and English Language in the 2007 HKCEE and henceforth. Candidates should submit their HKCEE/ HKDSEE results.
Duties:A Contract Team Leader is mainly deployed on -
(a) formulating promotion and publicity plan and administering pilot projects for the Digital Transformation Plan of Water Supplies Department (WSD);
(b) overseeing the establishment of the Central Operations Management Centre and Account and Billing Enquiry Centre;
(c) overseeing the establishment of cloud computing infrastructure and the Internet-of-Things platform for WSD;
(d) overseeing the security, maintenance and development of the data communication network infrastructure of WSD;
(e) administering the development of Customer Care and Billing System replacement systems;
(f) establishing schedule and guidelines for implementation of intelligent pressure reduction in the distribution network and inside service to reduce non-revenue water;
(g) supervising the Digital Water (1) Unit of the Digital Water Office; and
(h) exploring digital and artificial intelligence solutions in support of WSD in improving efficiency and handling cases of water supplies.
Terms of Appointment:Successful candidate will be appointed on non-civil service contract terms for a period of one year. Renewal of contract will be subject to the service need of the Department and the performance of the candidate.
Fringe Benefits A gratuity may be granted to the appointee upon satisfactory completion of the contract with a consistently high standard of performance and conduct. Such gratuity payable will be the sum which, when added to the Government's contribution to a Mandatory Provident Fund (MPF) Scheme in respect of the appointee as required by the MPF Schemes Ordinance, will equal to 15% of the total basic salary drawn during the contract period. Rest days, statutory holidays (or substituted holidays), annual leave, maternity/paternity leave, sickness allowance, where appropriate, will be granted in line with the provisions of the Employment Ordinance.
