Resident Project Engineer (Ref. 260421006-IE)

Duties

The appointee will be required to:

(a) report to the Construction Management Team leader and the Project-in-Charge to monitor and manage the project on site, ensuring that the works meet the project timeline and works quality complies with the specifications and contract requirements, as well as maintain accurate and up-to-date all site records;

(b) supervise the preparation and maintenance of records prepared by the contractor, as well as preparing any other records required by the Project-in-Charge, including taking photographs;

(d) take appropriate actions to address anomalies to ensure the project is progressing on schedule, including timely resolution of technical, scheduling or resources issues with the site team, report to Project-in-Charge regarding consultants’/contractors’ performance deficiencies, and alert relevant parties to potential issues and suggest remedial measures as needed;

(e) endorse the selection of Resident Site Staff (RSS) subordinates and manage the RSS team to ensure they adequately fulfill their responsibilities;

(f) establish and maintain mutual understanding of project progress and quality with consultants’ resident site staff and the contractor’s management and site team to facilitate prompt problem resolution;

(g) ensure site activities are well-coordinated and inspected among utility companies, government authorities and contractors;

(h) attend meetings with contractors and consultants relating to works including progress, safety and public image and monitor consultants/contractors to ensure minutes are submitted and maintain accurate records of these meetings;

(i) keep the Project-in-Charge informed of all developments, including site progress, by following up on the submission of monthly reports and any special or incident reports prepared by contractors or consultants;

(j) ensure compliance with various statutory and/or permit requirements under different ordinances/regulations for works contracts and the project;

(k) coordinate and liaise with managing department(s), other government bureau/departments, statutory bodies, utility companies, public transport companies, etc. regarding works contracts and the project;

(l) oversee record management and the hand-over of completed projects to any other in-house departments, operation and maintenance parties and/or external authorities;

(m) follow up on complaints and monitor defect rectification works for completed projects;

(n) ensure contractors’ compliance with site safety requirements as stipulated in the works contract; and

(o) perform any other duties as assigned by the Project-in-Charge/the Director of the Office or her delegates.

Qualifications

Applicants should:

(a) have a recognised degree or above in Civil/Structural/Geotechnical Engineering discipline plus at least ten years of solid work experience in foundation and building construction;

(b) be a qualified professional in the related discipline, i.e., Registered Professional Engineer in Civil, Geotechnical or Structural discipline;

(d) possess excellent interpersonal, leadership and adaptability skills with the ability to work independently; and

(e) have a good command of both written and spoken English and Chinese.

Preference will be given to those with supervision experience of congested site with foundation and excavation and lateral support works within a live campus/premises.

Conditions of Service

A highly competitive remuneration package will be offered. Initial appointment will be on a fixed-term gratuity-bearing contract. Re-engagement thereafter is subject to mutual agreement.
