Senior Information Manager

Responsibilities

Manage the operations of the Enterprise Business Applications team including budget administration, manpower planning, and staff development to ensure they are highly productive and working efficiently to support the development of ITSC
Assist to plan the strategic development of the Application Development Section and execute a technology roadmap that aligns with the university’s strategic goals
Lead and mentor a team of developers and analysts to deliver high-quality enterprise applications through the full software development life cycle (SDLC) including requirements analysis, design, coding, code review, documentation, testing, deployment, and post-launch support
Oversee the design, development, implementation, enhancement, and maintenance of enterprise applications for finance and human resources functions including the legacy applications, ensuring they are scalable, secure, and user-centric
Develop and manage applications running on ERP systems as well as other standalone applications and their integration into the broader institutional ecosystems
Steer the continuous development and implementation of the enterprise-wide business intelligence platform to support the operations of various data repositories to support data-driven insights for academic program development
Drive the adoption of advanced technologies such as AI (LLM, RAG, agentic AI), cloud computing, low-code, and best practices in application development to improve operational efficiency and user experience
Manage all projects allocated to Enterprise Business Applications team including the scope, timeline, and budgets
Work closely with administrative and academic departments as well as other stakeholders to translate complex business requirements into technical solutions
Manage external vendors to ensure quality deliverables and successful project outcomes
Undertake other tasks as assigned by the supervisor

Requirements

A recognized degree in Computer Science, Information Technology, or a related discipline
A minimum of 10 years of experience in software development, with at least 5 years in senior management role or similar functions
Experience or knowledge with Oracle including design and development of database objects; web development using HTML5, JavaScript, jQuery, AJAX, CSS frameworks, SQL; and web services using JSON, XML, XSD, REST API and modern programming languages (e.g., Java, Python, .NET)
Familiarity with modern development methodologies (Agile, DevOps), containerization technologies (such as Docker and Kubernetes) and cloud-native application design
Solid experience with Data Warehousing, Business Intelligence and Data Visualization tool
Proven track record in managing ERP systems and enterprise-level Finance/HR applications or working knowledge of ERP systems is highly preferred
Strong analytical and problem-solving skills
Diligent, able to work in teams and independently, under pressure and committed to deliver
Strong leadership and project management capabilities
Excellent command of interpersonal, communication skills with good ability to engage diverse stakeholders.
Self-motivated and adaptive to changes
Proficient in both Chinese and English; Mandarin is an advantage
Certifications such as PMP, Scrum Master, or ITIL, and knowledge of AI, machine learning, or data analytics tools are preferred

Candidates with less/more experience will also be considered for appointment at the relevant rank.

Salary and Fringe Benefits
The rank and commencing salary will be commensurate with qualifications and experience. Fringe benefits, where applicable, include annual leave, medical and dental benefits, mandatory provident fund and gratuity.
