The main duties of a Senior Archivist include:

(a) assisting in formulating policies for the management and preservation of the Legislative Council (“LegCo”) records (including archival records) and setting pragmatic standards and best practices;
(b) assisting in establishing an electronic records management system for the Secretariat;
(c) assisting in formulating strategies and policies for the preservation of archival records in all formats (paper, born-digital, digitized, analogue and hybrid) and overseeing the overall archival processing programme;
(d) establishing the standards and methodologies for the appraisal, description and preservation (including digitization) of archival records in all formats and quality assurance of the finding aids;
(e) reviewing records appraisal, description and records finding aids, conducting records access review, and providing reference services;
(f) providing advice, guidance and training on records management; and
(g) designing and planning outreach activities and exploring exhibition themes and preparing exhibitions for LegCo.

Entry requirements

Applicants should:

(a) have a recognized university degree or a recognized postgraduate diploma in Archives and Records Management. Applicants with a recognized university degree in Information Management, Library Science or History, specializing in Archives and Records Management, may also be considered;
(b) have at least nine years’ professional work experience in archives and records management. Applicants with exceptional potential but less than nine years’ relevant experience may also be considered and, if appointed, will be offered an appropriate salary point below the minimum point of the salary scale;
(c) have strong technology skills and experience in managing electronic records, archival digitization and preservation;
(d) have extensive knowledge and experience in international standards and professional best practices on handling archives and records management;
(e) be proficient in performing records description using the General International Standard Archival Description;
(f) have excellent proficiency in spoken and written Chinese and English;
(g) possess strong interpersonal, supervisory, time management and project management skills; and
(h) be willing to work beyond normal office hours or on holidays when needed.

The Secretariat may devise further criteria to shortlist applicants. Shortlisted applicants may be required to attend a written test.

Remuneration

The starting salary is $82,330 per month, increasing by 10 annual increments to $119,650, subject to satisfactory conduct and work performance. There is also a monthly cash allowance for the post of Senior Archivist (the current rate is $12,995 per month). The successful applicant will be appointed on three-year agreement terms subject to renewal upon satisfactory completion of service, at which the appointee will be eligible for an end-of-agreement gratuity. The ‍gratuity, when added to the employer’s contribution to a Mandatory Provident Fund Scheme, is equal to 15% of the total basic salary drawn during the agreement period. Fringe benefits include paid leave as well as medical and dental benefits.

高級檔案主任的主要職責包括:

(a)   協助制訂管理及保存立法會檔案(包括歷史檔案)的政策，並訂立切合實際情況的標準及最佳行事方式；
(b)   協助建立秘書處電子檔案管理系統；
(c)   協助制訂策略及政策以保存所有格式的歷史檔案(紙本、原生數碼、數碼化、模擬及混合格式)，並監督整體歷史檔案處理計劃；
(d)   為所有格式歷史檔案的鑒定、著錄及保存(包括數碼化)和檔案檢索工具的質素保證，訂立標準及方法；
(e)   檢視檔案鑒定、著錄及檔案檢索工具，進行檔案查閱覆檢，以及提供參考服務；
(f)   就管理檔案提供建議、指引及培訓；及
(g)   為立法會設計及策劃外展活動，發掘展覽主題及籌備展覽。

入職條件

申請人應：

(a)   持有歷史檔案和檔案管理學的認可大學學位或認可深造文憑。持有資訊管理、圖書館科學或歷史的認可大學學位並專門修讀歷史檔案和檔案管理學的申請人亦可獲得考慮；
(b)   具備最少9年管理歷史檔案和檔案的專業工作經驗。具備特別潛質但少於9年相關經驗的申請人亦會獲得考慮，如獲聘任，入職薪金會定於適當的薪點，並較此職位的起薪點為低；
(c)   在電子檔案管理、歷史檔案數碼化及保存方面具備優秀的科技技能和豐富經驗；
(d)   對歷史檔案及檔案管理工作的國際標準及專業最佳行事方式具有廣泛知識及實務經驗；
(e)   熟悉使用《歷史檔案著錄國際通用標準》進行檔案著錄；
(f)   具備極佳的中、英文講寫能力；
(g)   具備優秀的人際、督導、時間管理及項目管理技巧；及
(h)   願意在有需要時於正常辦公時間以外或假期工作。

秘書處可制訂進一步的準則，以選出初步入選的申請人。初步入選的申請人或須參加筆試。

薪酬

入職薪酬為每月82,330元，如行為及工作表現令人滿意，可按10個按年增薪額增至119,650元，另有為高級檔案主任職位而設的每月現金津貼(現時的津貼額為每月12,995元)。成功獲聘的申請人會按合約條款受聘，為期3年，倘完成服務期而工作表現良好，可獲續約，並會獲得一筆約滿酬金，其款額加上僱主在強制性公積金計劃下所作的供款，相等於合約期內所得底薪總額的15%。附帶福利包括有薪假期、醫療及牙科福利。
