Head of HR Business Partnering (HRBP) (25260451)
As our office undergoes a transformation into a new service model designed to drive excellence and establish itself as a trusted advisor, we are seeking a high-calibre professional to join our team.
The Head of HRBP leads the HR Business Partnering function, setting the overall people partnering strategy and ensuring alignment between University priorities and people outcomes. This role serves as the principal advisor to senior leadership, driving workforce strategies, talent management, and organisational effectiveness.
The role will manage and develop the HRBP team, ensuring consistent, high‑quality advisory and execution across all Schools, Faculties, and Administrative Offices.
Responsibilities:
- Strategic People Leadership
- Define and lead the HRBP strategy, ensuring strong alignment between people priorities and university objectives;
- Partner with senior leadership to shape workforce planning, capability building, organisational design, and change strategies that enable sustainable growth;
- Serve as the trusted people advisor to the Executive Team, providing insights, challenge, and direction on organisational effectiveness, talent, and leadership matters; and
- Drive the annual and multi‑year strategy‑to‑execution rhythm (e.g., strategic workforce reviews, organisational health reviews), ensuring decisions translate into actionable, measurable people plans.
- HRBP Team Leadership & Capability Building
- Lead, coach, and develop the HRBP team to deliver consistent, high‑quality, solutions‑oriented support to leaders;
- Build HRBP capability in areas such as business acumen, consulting skills, analytics, talent management, and change management; and
- Establish operating standards, service frameworks, and escalation protocols to ensure efficient and effective HRBP support across the organisation.
- Talent Strategy & Succession Management
- Oversee enterprise talent strategy, including 360° talent profiling, succession planning, critical‑role identification, and capability mapping;
- Chair or co‑lead talent review cycles with senior leadership (e.g., Deans, Heads), ensuring rigorous discussion, clear development plans, and a strong internal pipeline;
- Champion the use of analytics for workforce planning, talent decisions, cost/risk modeling, and organisational effectiveness; and
- Lead quarterly or monthly business reviews that translate insights into priority actions.
- HR Policy Leadership, Process Excellence, and ER Governance
- Oversee implementation, interpretation, and governance of HR policy across units, ensuring consistent application and risk management;
- Work with HR Centres of Excellence and HR Operations to embed policies into systems, workflows, and processes;
- Oversee the resolution of complex ER issues, ensuring consistency, risk mitigation, and alignment with policy and Employment Ordinance requirements; and
- Strengthen manager capability through coaching, toolkits, and targeted development interventions.
Requirements:
- 12+ years of HR experience with at least 5 years leading an HRBP function or equivalent senior HR leadership role;
- Demonstrated experience shaping and executing enterprise‑level people strategies;
- Proven success advising senior leaders and influencing at Executive Committee level;
- Strong capability in talent management, workforce planning, organisational design, and employee relations.
- Excellent people‑leadership skills with a track record of developing high‑performing HR teams;
- Strong analytical acumen, comfortable with data‑driven decision‑making, dashboards, and scenario modelling; and
- Deep understanding of HR policy, regulatory requirements, and change management.

Shortlisted candidates will be invited for written tests.
The initial appointment will be offered on a fixed-term contract of three years. Re-appointment thereafter will be subject to mutual agreement and availability of funding.
Salary will be commensurate with qualifications and experience.
