Reports to the Board of Directors
Job Scope:
- To implement the decisions of the Board and its Functional Committees;
- To formulate and propose strategic directions and visionary plans for the Academy;
- To initiate, plan, lead and implement gifted education (GE) programmes for students, teachers and parents delivered by the HKAGE in line with the GE policy set out by the Government of the HKSAR, and to advise on its future direction of development;
- To be responsible for establishing the management team and operating infrastructure of the Academy as well as supervising the day-to-day operation and development of the HKAGE;
- To communicate the HKAGE’s vision to the community, and to develop strong and constructive external relationships, thereby enhancing the Academy’s public stature; and
- To initiate or assist in fundraising events for the Academy, where appropriate.
Main Job Responsibilities :
Professional Leadership and Strategic Planning
- Propose the strategic direction and key result areas of the HKAGE and oversee the implementation of the agreed strategies to ensure positive progress towards the Academy’s long-term development goals;
- Involve the HKAGE Board and Committees in the planning process and keep them informed of progress and ensure shared vision and commitment; and
- Review historical and current GE policies and practices on off-school GE by referring to world experience and stakeholder expectations for sustainable improvement of policy concerned and practice in consultation with the Education Bureau (EDB) and the HKAGE Board.
Development and Delivery of Services to Key Stakeholder Groups
- Initiate, develop, deliver and monitor educational programmes for gifted students to ensure quality, and achievement of the desired outcomes; develop and implement student recruitment and selection mechanisms to ensure broad coverage while safeguarding quality of enrolment; establish student network and maintain appropriate student data to facilitate programme evaluation and possible longitudinal studies;
- Initiate, develop, deliver and monitor teacher development programmes related to off-school GE programmes in consultation with the EDB; develop and continuously broaden connections with schools; identify and recommend long-term strategy to further promote GE-preparedness among teachers; and
- Identify parents’ needs and establish an effective and cost-efficient mechanism to deliver appropriate services to them; review existing policies and provisions and recommend strategies to enhance parent support; promote the HKAGE to parents for better understanding of gifted education provided through off-school GE programmes.
Corporate and Organizational Development
- Identify and develop appropriate infrastructure including governance and operating procedures to support the continuous development of the Academy;
- Develop the organizational structure with appropriate appointees to form management and operating teams and to monitor ongoing requirements for enhancement of growth; and
- Ensure appropriate risk management planning is in place across the entire organization.
Business Planning and Implementation
- Formulate the overall business plan of the HKAGE incorporating the goals, requirements and key performance measures of all divisions and within the agreed strategic framework of the Academy; and
- Oversee the implementation of the corporate and divisional plans, providing advice, guidance decisions as necessary to ensure achievement of the intended outcomes.
Resources Management and Budgeting
- Supervise development of the HKAGE’s annual budget based on the agreed business plan;
- Allocate financial and manpower resources to divisions and monitor their effective use; and
- Identify and recommend income-generating and fund-raising strategies to ensure long-term financial sustainability of the Academy.
People Management
- Assume overall responsibility for staff motivation, development and performance management; and
- Ensure appropriate human resources management policies and systems are in place to meet compliance, monitoring and motivational purposes.
Marketing and Partnership Development
- Act as the Academy’s chief spokesman; initiate and implement an appropriate communication programme to promote the HKAGE and GE in general;
- Cultivate and establish effective working relationship with existing and potential programme and research collaborators;
- Develop close collaboration with the EDB as its professional arm and network with key stakeholder groups and interested external parties (e.g. school councils, teacher organizations, parent groups, media, etc.) to communicate the HKAGE’s direction and to cultivate support; and
- Maintain effective connections with international and national scholars and organizations that have sound track record in nurturing gifted students as a source of collaboration and information and a platform to enhance the HKAGE’s stature.
Essential Requirements :

A bachelor degree from a Hong Kong university, or equivalent; advantage will be given to candidates with a postgraduate certificate in education / a master/doctoral degree from a Hong Kong University, or equivalent;

A sound track record of experience in GE in Hong Kong;

Proven track record in senior management preferably gained in public bodies / educational organizations / institutes / schools;

Profound knowledge of education, especially in GE, with international and local perspectives;

Demonstrable strengths in leadership, collaboration and interpersonal skills;

Strong administrative capability including finance and people management;

Vision in and professional commitment to GE;

Ability to provide strong and inspirational leadership in a multi-stakeholder environment; and
-
Good command of spoken and written Chinese and English, with the ability to communicate in Putonghua.
Terms of Appointment:
The successful candidate will be offered a fixed-term of contract. Re-appointment will be subject to mutual agreement and good performance. A gratuity will be payable upon satisfactory completion of the contract. Fringe benefits include annual leave, medical and dental insurance.
