Main duties
The main duties of a Senior Librarian include:
(a) Library development and provision of strategic information services to meet the unique needs of LegCo Members and LegCo Secretariat staff;
(b) formulating library collection development and management policies to ensure the printed and other library materials (e.g. e-books and databases) are timely and relevant to the wide range of government policy areas;
(c) formulating alternative and flexible cataloguing and coding systems for library materials, with a focus on the materials on major government policy areas;
(d) applying emerging technologies and innovative solutions to enhance library and information services;
(e) developing and implementing thematic exhibitions of the Library;
(f) supervising the production of short research notes of the Library for promotion and publicity; and
(g) staff management including guiding and training the Librarians and supporting staff of the Library.
Entry requirements
Candidates should have:
(a) a recognized university degree or a postgraduate degree in Library Science, Information Science or Information Management, or equivalent;
(b) at least nine years’ post-qualification work experience in library, digital repository or information services (preferably in academic institutions or the public sector), including at least three years in a supervisory or managerial position. Applicants with exceptional potential but less than nine years’ relevant experience may also be considered and, if appointed, will be offered an appropriate salary point below the minimum point of the salary scale;
(c) comprehensive hands-on library experience, including technical processing, user access and engagement, collection development and management, as well as library budget management;
(d) hands-on experience in e-resources, web applications and development of integrated library systems;
(e) good knowledge of application of emerging technologies such as artificial intelligence;
(f) an excellent command of written and spoken Chinese and English, with proficiency in Putonghua; and
(g) strong communication, interpersonal, project management and change management skills.
All candidates should be willing to work beyond normal office hours and on holidays when needed.
The Secretariat may devise further criteria to shortlist applicants. Shortlisted applicants may be required to attend a written test.
Remuneration
The starting salary is $82,330 per month, increasing by 10 annual increments to $119,650. There is also a monthly cash allowance for the rank of Senior Librarian (the current rate is $12,995 per month). Incremental credit may be granted to a successful candidate with additional recognized relevant experience. The successful candidate will be appointed on three-year agreement terms subject to renewal upon satisfactory completion of service, at which the appointee will be eligible for an end-of-agreement gratuity. The gratuity, when added to the employer’s contribution to a Mandatory Provident Fund Scheme, is equal to 15% of the total basic salary drawn during the agreement period. Fringe benefits include paid leave as well as medical and dental benefits.

(b) 於取得有關學歷後,至少9年在圖書館、數碼資料庫或資訊服務方面的工作經驗(最好是在學術機構或公營機構的工作經驗),並曾擔任督導或管理職級不少於3年。具備特別潛質但少於9年相關工作經驗的申請人亦會獲得考慮,如獲受聘,入職薪金會定於適當的薪點,並較此職位的起薪點為低;
(c) 全面的圖書館實際經驗,包括技術處理、使用者存取及參與、館藏發展及管理,以及圖書館預算管理;
(d) 在電子資源、網頁程式及開發綜合圖書館系統方面的實際經驗;
(e) 在應用新興技術(例如人工智能)方面的豐富知識;
(f) 極佳的中、英文講寫能力,包括能講流利普通話;及
(g) 極佳的溝通、人際關係、項目管理及變革管理技巧。

薪酬
入職薪酬為每月82,330元,並按10個按年增薪額增至119,650元,另有為高級圖書館主任職級而設的每月現金津貼(現時的津貼額為每月12,995元)。具備額外認可相關經驗的成功受聘人士,或可獲額外增薪點。成功受聘人士會按合約條款受聘,為期3年,倘完成服務期而工作表現良好,可獲續約,並會獲得一筆約滿酬金,其款額加上僱主在強制性公積金計劃下所作的供款,相等於合約期內所得底薪總額的15%。附帶福利包括有薪假期、醫療及牙科福利。
