
China’s National Immigration Administration (NIA) has announced 10 new immigration and exit-entry management service policy initiatives, with six set to take effect on 5 November 2025 and four on 20 November 2025.
These measures are designed to enhance mobility across Mainland China, Hong Kong, Macao, and Taiwan, while facilitating easier travel for foreign visitors to China.
Key initiatives include expanding the talent endorsement policy nationwide, now covering the Yangtze River Delta, Beijing-Tianjin-Hebei regions, and all pilot free trade zones, allowing eligible professionals in fields like scientific research, healthcare, and legal services to obtain multiple-entry endorsements valid for one to five years, with stays up to 30 days in Hong Kong or Macao.
This streamlines cross-border talent movement, certified by authorities or employers. Other changes involve intelligent clearance at additional ports, enhanced cross-border flow in the Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone with three-year endorsements for innovation talents, and expanded visa-free transit options.
For Hong Kong's job market, these policies significantly boost the city's appeal as a talent hub by simplifying visa processes and fostering seamless collaboration with Mainland China.
The dedicated channels and green lanes for scientific materials will support tech and research sectors, potentially creating more employment opportunities in innovation, finance, and high-tech industries.
