Applications for Hong Kong’s expanded medical fee waiver to open on Monday (Nov 3)

Hong Kong is set to make healthcare more accessible for low-income residents with the expansion of its medical fee waiver program.


Starting November 3, 2025, applications open for this updated initiative, which will officially roll out on January 1, 2026. The program aims to cover up to 1.4 million people, a significant increase from the current 300,000 beneficiaries, by easing eligibility rules to better support working families facing financial pressures.


Key updates include raising the income limit to 100% of the median monthly household income for households with two or more members, and 150% for single-person households. The waiver's validity extends from 12 to 18 months, reducing the need for frequent reapplications and allowing workers to focus on their jobs without administrative hassles.


Applications can be submitted through medical social services units at public hospitals, integrated family service centers, or online via the "HA Go" app starting next year. For urgent cases, conditional waivers will be available during the transition.


This expansion is particularly vital for low-wage workers in sectors like retail and hospitality, where incomes often fall short of covering unexpected medical expenses.


By alleviating these burdens, the program helps maintain workforce health, reduces absenteeism, and promotes long-term employability in a competitive job market. Employers may see indirect benefits through a healthier, more reliable staff pool.
