Main duties
The main duties of a Librarian include:
(a) supporting the development of the Library and delivering information and reference services to meet the needs of LegCo Members and Secretariat staff;
(b) implementing collection development and management policies, and enhancing bibliographic control of library materials, user access and engagement;
(c) supporting the development of alternative and flexible cataloguing and coding systems for library materials, with a focus on materials on major policy areas;
(d) administering an integrated library system, databases, digital repositories and other potential digital systems;
(e) coordinating with internal service providers and external vendors on project implementation;
(f) conducting user education programmes and organizing exhibitions;
(g) assisting in identifying, evaluating and applying new and emerging technologies and innovative solutions to enhance library and information services; and
(h) performing other library and information management duties assigned by supervisors.
Entry requirements
Candidates should have:
(a) a recognized university degree or a postgraduate degree in library science, information science, information management, information technology, computer science, computing, database management, or equivalent;
(b) at least six years’ post-qualification work experience in library, digital repository or information services (preferably in academic institutions or the public sector). Applicants with less than six years’ relevant experience may also be considered and, if appointed, will be offered an appropriate salary point below the minimum point of the salary scale for Librarian;
(c) familiarity with the trends, theories and best practices for the delivery of innovative user-centred information services;
(d) hands-on experience in technical processing, user access and engagement, collection development and management, and library budget management;
(e) hands-on experience in coordinating with internal service providers and external vendors;
(f) hands-on experience in e-resources, web applications and development of an integrated library system;
(g) good knowledge of application of emerging technologies such as artificial intelligence;
(h) an excellent command of written and spoken Chinese and English, with proficiency in Putonghua;
(i) strong communication, interpersonal, project management and change management skills; and
(j) the ability to work independently and under pressure.
Working knowledge of current cataloguing principles and standards (LC Classification, LCSH, AACRII, RDA and USMARC, etc.), and proficiency in programming and technology applications such as HTML, XML, Java, JavaScript, Apache, CSS, PHP, MySQL, API-based web services and metadata application will be an advantage.
All candidates should be willing to work beyond normal office hours and on holidays when needed.
The Secretariat may devise further criteria to shortlist applicants. Shortlisted applicants may be required to attend a written test.
Remuneration
The starting salary is $64,780 per month, increasing by five annual increments to $81,510. There is also a monthly cash allowance for the rank of Librarian (the current rate is $1,210 per month). Successful candidates will be appointed on three-year agreement terms subject to renewal upon satisfactory completion of service, at which the appointee will be eligible for an end-of-agreement gratuity. The gratuity, when added to the employer’s contribution to a Mandatory Provident Fund Scheme, is equal to 15% of the total basic salary drawn during the agreement period. Fringe benefits include paid leave as well as medical and dental benefits.

(a) 圖書館科學、資訊科學、資訊管理、資訊科技、電腦科學、電腦學或資料庫管理的認可大學學位或深造學位,或同等學歷;
(b) 於取得有關學歷後,至少6年在圖書館、數碼資料庫或資訊服務方面的工作經驗(最好是在學術機構或公營機構的工作經驗)。具備少於6年相關工作經驗的申請人亦會獲得考慮,如獲受聘,入職薪金會定於適當的薪點,並較圖書館主任的起薪點為低;
(c) 對以用户為本的創新資訊服務的趨勢、理論及最佳做法的認識;
(d) 在技術處理、用户參與、館藏發展與管理,以及圖書館預算管理方面的實際經驗;
(e) 與內部服務提供者及外間服務供應商進行協調的實際經驗;
(f) 在電子資源、網頁程式及開發綜合圖書館系統方面的實際經驗;

薪酬
入職薪酬為每月64,780元,並按5個按年增薪額增至81,510元;另有為圖書館主任職級而設的每月現金津貼(現時的津貼額為每月1,210元)。成功受聘人士會按合約條款受聘,為期3年,倘完成服務期而工作表現良好,可獲續約,並會獲得一筆約滿酬金,其款額加上僱主在強制性公積金計劃下所作的供款,相等於合約期內所得底薪總額的15%。附帶福利包括有薪假期、醫療及牙科福利。
