Main duties

The main duties of a Council Researcher include:

(a) conducting policy research and analysis for LegCo, its committees and Members;
(b) monitoring developments on issues of public interest and preparing bilingual research publications on a need basis;
(c) providing research support for Members’ duty visits and meetings with visitors; and
(d) providing research support to senior staff in both the Research Office and the Library.

Entry requirements

Candidates should have:

(a) a recognized university degree, preferably in economics, laws, public administration, political science, journalism, statistics or related disciplines;
(b) at least six years’ relevant experience in independent research or related activities on a wide range of subject areas, preferably related to government policy research. Applicants with less than six years’ relevant experience may also be considered and, if appointed, will be offered an appropriate salary point below the minimum point of the salary scale for Council Researcher;
(c) excellent proficiency in Chinese and English, especially in writing;
(d) good knowledge of current political, economic and social affairs;
(e) good analytical, communication, interpersonal and supervisory skills; and
(f) the ability to work independently and under pressure.

All candidates should be willing to work beyond normal office hours and on holidays when needed.

The Secretariat may devise further criteria to shortlist applicants. Shortlisted applicants may be required to attend a written test.

Remuneration

The starting salary is $64,780 per month, increasing by five annual increments to $81,510. There is also a monthly cash allowance for the rank of Council Researcher (the current rate is $1,210 per month). Successful candidates will be appointed on three-year agreement terms subject to renewal upon satisfactory completion of service, at which the appointee will be eligible for an end-of-agreement gratuity. The gratuity, when added to the employer’s contribution to a Mandatory Provident Fund Scheme, is equal to 15% of the total basic salary drawn during the agreement period. Fringe benefits include paid leave as well as medical and dental benefits.

主要職責

議會研究主任的主要職責包括：

(a) 為立法會、其轄下各委員會及議員進行政策研究及分析；
(b) 監察與公眾利益有關的議題的發展，並按需要擬備雙語研‍究刊‍物；
(c) 為議員進行的職務訪問及議員與訪客的會議，提‍供資料研究方面的支‍援；及
(d) 為資料研究組及圖書館的資深職員，提供資料研究方面的支援。

入職條件

應徵者應具備：

(a) 認可大學學位，以主修經濟、法律、公共行政、政治科學、新聞學、統計或相關科目較佳；
(b) 最少6年從事廣泛課題的獨立研究或相關事務的工作經驗，當中以與政‍府政策研究相關的經驗較佳。具‍備少‍於6年相關工作經驗的申‍請人亦會獲得考慮，如獲受聘，入職薪金會定於適當的薪點，並較議會研究主任的起薪點為低；
(c) 極佳的中、英語文能力，特別是寫作能力；
(d) 對當前政治、經濟及社會事務的認識；
(e) 良好的分析、溝通、人際關係及督導能力；及
(f) 獨立工作和承受工作壓力的能力。

所有應徵者均應願意在有需要時於正常辦公時間以外及假期工作。

秘書處可制訂進一步的準則，以選出初步入選的申請人。初步入選的申‍請人或須參加筆試。

薪酬

入職薪酬為每月64,780元，並按5個按年增薪額增至81,510元；另有為議會研究主任職級而設的每月現金津貼(現時的津貼額為每月1,210‍元)。成‍功受聘人士會按合約條款受聘，為期3年，倘完成服務期而工作表現良‍好，可獲續約，並會獲得一筆約滿酬金，其款額加上僱主在強制性公‍積‍金計劃下所作的供款，相等於合約期內所得底薪總額的15%。附帶福利包‍括有薪假期、醫療及牙科福利。
